Winner Take All affects both Republican and Democratic voters

I have edited the AG recipients of this petition to match the top 10 states as of 2008 whose voters are most impacted by biased representation due to states with Winner Take All elector allocation (https://d3n8a8pro7vhmx.cloudfront.net/fairvote/pages/199/attachments/original/1450119297/2008votersperelector.pdf?1450119297). While Democrats may be most aware of the unfairness of Winner Take All electors after the 2000 and 2016 elections, the 14th amendment of the Constitution is meant to apply to all U.S. citizens regardless of party affiliation, hence this is not a partisan issue. It's time to amend this undemocratic process that has allowed (at last count) five U.S. presidential candidates to win the most votes but lose the presidency. According to the linked article, as of 2008 the following states had fewer electors than their populations warrant (in order, starting from the state with least equal representation): 1. Texas 2. Florida 3. California 4. Arizona 5. Georgia 6. New York 7. Illinois 8. North Carolina 9. Pennsylvania 10. Virginia
