The Union Budget proposals for 2018-19 announced by the Hon. Finance Minister, Shri Arun Jaitley include a proposal to provide medical insurance worth Rs.5 lakhs per family to 10 crore poor families in India.
On the face of it it appears to be a good initiative. However,if you look at the condition of healthcare infrastructure in India, you will find it in shambles. Lack of hospitals, primary healthcare centres, doctors, healthcare workers etc., means that the families who are covered under this insurance scheme will not be able to encash it's benefits in absence of supporting infrastructure.
This scheme is expected to cost Rs.20000 crores per annum to the exchequer and the tax payers. Further, this will be a recurring expenditure, which will only rise with inflation. Would it have not been better for the government to use this money to build the healthcare infrastructure before offering the insurance scheme ?
By providing the insurance without having the supporting healthcare infrastructure in place is like providing the cart without the horse.
Therefore, I request you to support this petition to our Hon. Finance Minister, requesting him to review the insurance proposal and instead use the funds to build adequate and effective healthcare infrastructure first.
