Appeal to withdraw and reconsider the draft laboratory animal rules 2026
The Issue
They Cannot Speak. We Must. Stop the Weakening of Animal Protection in India's Laboratories!

An Appeal to the Government of India: Withdraw and Reconsider the Draft Laboratory Animal Rules, 2026
Imagine being locked inside a cage, unable to understand why you are there.
Imagine hearing footsteps approaching, not knowing whether they bring food, comfort or another painful experiment.
Imagine wanting to escape, crying out in fear, and discovering that nobody understands your suffering.
For countless animals used in scientific experiments, captivity, fear and physical distress can be a reality.
Their silence is not consent. Their helplessness is not permission. And their lives are not disposable.
India, a nation that has long celebrated compassion towards all living beings, now stands at an important moral crossroads.
The Government of India has proposed the Prevention of Cruelty to Animals (Control and Supervision of Experiment, Breeding and Trading of Laboratory Animals) Rules, 2026, under notification G.S.R. 864(E).
We are deeply concerned that certain provisions could weaken existing safeguards for animals used in research.
Under Rule 11(3), experiments classified as mild or moderate, including those involving larger animals, could be approved by an institution's own ethics committee without prior central approval.
Rule 5(3) generally prohibits experiments on stray and feral domestic animals but allows exceptions under specified conditions. Rule 21(2) also raises concerns about obtaining certain animals from unregistered sources or open markets.
These provisions demand stronger protections, transparent monitoring and genuinely independent oversight.
A dog sleeping peacefully on our street should never face the risk of being taken into a laboratory through a poorly controlled exception.
A monkey belongs within a functioning ecosystem, not in an experimental facility without compelling scientific necessity.
A rabbit can experience pain. A mouse can experience fear. Every animal deserves protection against avoidable suffering.
We are not against medical science. We understand that scientific research has saved human lives and improved healthcare.
But science should work to reduce suffering, not make it easier to overlook.
Across the world, researchers are developing human-cell technologies, organ-on-chip systems and computational models that can reduce dependence on animals where scientifically validated.
India should lead this transformation.
This is also a question of sustainable development. Protecting animals and biodiversity supports the objectives of SDG 3 on health, SDG 12 on responsible production, SDGs 14 and 15 on biodiversity, and SDG 16 on accountable institutions.
We call upon the Government of India to:
Withdraw the proposed rules in their present form and undertake a transparent, wider public consultation.
Retain strong, independent central scrutiny of experiments involving larger, vulnerable and protected animals.
Remove ambiguous exemptions that could expose community dogs, stray cats and wildlife to avoidable experimental use.
Establish strict traceability of animals and prevent sourcing arrangements that could facilitate illegal capture or trade.
Require scientifically validated non-animal alternatives wherever feasible, and make pain prevention, veterinary care and humane endpoints enforceable.
Publish annual information on animal use, experimental severity, deaths, rehabilitation and regulatory compliance.
We also request substantial public investment in research methods that can progressively replace animal experiments.
This is our appeal to every citizen.
You do not have to be a scientist to recognise fear.
You do not have to be a veterinarian to understand suffering.
You do not have to own an animal to believe that its life matters.
If we remain silent today, who will speak for those who cannot speak for themselves?
We appeal to students, teachers, doctors, researchers, animal welfare organisations, environmentalists and every compassionate citizen to sign this petition.
Our request is simple: let India advance in science without retreating in compassion.
Please sign and share this petition. We also urge every concerned citizen to email their objections and suggestions directly to the Government of India at cpcsea-mef@gov.in, preferably by November 5, 2026, and encourage friends, colleagues and animal welfare organisations to do the same.
Let our collective voice reach the Government of India before these proposed rules become law.
They have no signatures to give. Let ours protect them.
A society's greatness is reflected not only in how it protects the powerful, but also in how it treats the most vulnerable.
