I’m wanting to make it illegal to set off fireworks or large scale pyrotechnics in rural areas and within 5km of any and all livestock

In recent years there has been may deaths of horses due to fireworks being set off in close proximity. The horses most likely having painful deaths and then the distressing owners the next morning, all of which would be prevented
