This is OUR last chance to save ROSEBUD WEST!

Thank you for you help to date, a lot has happened over the past few months. The original petition was tabled in council last year, however council decided to proceed with community consultation at a cost of almost $20K. The council survey of residents in the 3940 postcode received less than 20% approval for the name change! Despite having no support for the motion, councillors voted to proceed with the application to change the name of Rosebud West to Capel Sound on 11/04/2016! Not even half of those surveyed responded to the survey. This is because people incorrectly believed they only needed to respond if they were in favour of the proposal. During the comunity consultation phase the proponents for the name change (CapelSound3940) distributed misleading advertising to all properties in Rosebud West, on 2 separate occasions. The material distributed by CapelSound3940 clearly stated "Not returning your survey form DOES NOT COUNT as a vote in support of the name change". The majority of people who did not respond to the survey claim it was because they were instructed that they did not need to respond unless they were in favour of the change. They also failed to realise that this misleading advertising material was issued by the proponents for change and that these materials were NOT approved by Council. Many people incorrectly believed the CapelSound3940 group were working in conjunction with the council to assist them to implement the change. This is exactly how the group portrayed it in a Mornington peninsula News article on the 7th of March 2016 "The shire was assisted by proponents of the change who distributed two separate flyers to the 3500 houses and businesses in postcode 3940. Their aim was to encourage people to think about the proposed change and tell the council what they thought about it." http://mpnews.com.au/…/backers-say-theres-sound-basis-for-…/ CapelSound3940 completed 2 mailbox drops and a door knocking campaign to build up support of the proposal. Despite this mass advertising campaign they were unable to convince more than 20% of our community to respond in favour of the proposal. I believe it was reckless of council to proceed with such a devastating proposal with such little community support. Prior to council approving the name change proposal on 11/04/16, I highlighted the above concerns to all Councillors in writing. I requested that the council (as my elected representatives) abandon the proposal (given the very small response in favour of the change), or at least consider the option to “Undertake further consultation with the community to establish an overwhelming and absolute majority”. To date the members of council that voted in favor of the motion have failed to respond to any of my correspondence and have failed to address the concerns I have raised. It is time now to escalate this matter and eliminate the meddling of local council.
