People are smuggling animals into the UK from illegal puppy mills outside of our country. People then look to buy illegal dogs sold from Puppy mills! For a cheap present. Puppy mills give dogs diseases as they are born in horrible conditions such as living in their own  faeces aand urine. Animals in shelters could be adopted instead of illegal cheap puppies: the code for breeding needs to be more striked.. aka licences for Breeders and conditions for buying a from a breeder. This could help dogs get adopted in shelters and stop smuggling to the UK. Requirements to adopt a dog from a breeder need to be striked and firm. Making sure the people adopting the dog knows the conditions where it is from, having to meet its mothers inviroment to see if it is healthy and where it's living conditions were, are completely livable for the mother and the dog. Also regular checks from supervisors to see if the breeder is giving a  safe environment for animals.
