LA County Shelters - Change your policy to stop dumpers from adopting another animal

The Issue

This petition is in reaction to the recent story about Zuzu, the shepherd mix who was surrendered by her family after a bout with depression when her father died.  The family left Zuzu at the shelter, then came back to adopt another animal.  Zuzu became visibly happy when she saw them, but they informed the volunteer working that they were not there to take her back, they were there to pick out another animal. After reading through the posts on LA County's Animal Care and Control page, it became obvious that the family was probably allowed to adopt another animal because, "The shelter didn't know what happened until days later," despite having a database with information on adoptions and surrenders.  Allowing people to "trade-in" or "trade-up" creates more of a problem, as these individuals are more likely to dump the animal they've "adopted" later for another one.  Zuzu's story has a happy ending, as a shelter pulled her and she got tons of media attention, but plenty of others don't.
