An Open Letter to Mayor Rex Gatchalian Regarding the Labor Malpractices and Campus Repression at the Pamantasan ng Lungsod ng Valenzuela

In an attempt to express his dismay and call the attention of the Mayor's Office, Jerry Gracio, a Valenzuela-based writer, tweeted about the recent case of the baseless nonrenewal of a faculty member, which has since been making rounds online. In a span of only a few hours, a number of complaints of the same nature have surfaced, revealing that other than teachers, students have also fallen victims to unjust practices in the university.

Instead of displaying a welcoming response, you were quick to dismiss the issue, claiming that not being renewed as a teacher in PLV is tantamount to incompetence. Rather than promising to investigate, you turned defensive and went as far as referring to Gracio as an "attention-seeking individual" who in fact only tweeted to help amplify a grievance shrouded in fear.

The certainty of the complaint being an isolated case and even being false was apparent in your statements. Which is why we, the undersigned, are attesting to the fact that the problems in the university concerning teachers and students are both systemic and serious.

Roughly 8 out of 10 teachers in PLV work on a contractual basis, which means majority of them are not entitled to benefits and security of tenure. Even some teachers working in the university for many years still remain as contractual employees up until today. Making things worse, these contractual teachers do not even receive their salary on time on many occasions. Complaining have caused some teachers their livelihood so many just chose to remain silent, which in consequence have deepened the fear already sowed among them.

Meanwhile, students struggle within the bubble the university has created for them. The publication they are paying for is nearly nonexistent, as it fails to print on a regular basis for university circulation due to the school administration's meddling. There were also reports of censorship of articles that tackle socio-political issues. This practice of repression which is not limited to campus journalists has become common in PLV. As if having opinion on current events is evil, a number of students and teachers who dared speak their views on social media have complained of being summoned either to the Dean's or the President's Office for reprimand or even threats. Students and teachers even become part of the administration's surveillance to police thought.

These breaches of rights to fair working conditions, free speech, and press freedom are enabled primarily by school administrators who for a long time have treated the university as their dominion. Treating students as products instead of as active participants in their own learning, these officials contribute to the long-standing problems in our national educational system. We hope that you do not share their views when you once referred to PLV as "the factory of world-class national teachers" in one of your statements.

In this light, we urge that your office conduct a thorough investigation on the mentioned labor malpractices and campus repression as well as on those that are yet to surface, and hold the University President and other officials accountable in perpetrating such acts.

This academic pause brought about by the pandemic is an opportune time to make necessary reforms in favor of a democratic teaching-learning community and academic freedom. #
