I'm supporting Oliver Griffiths, a uni student who challenging the University of Wollongong's new cashless carparking app and payment system.
Oliver has tried to pay with cash but is now required to download an app to pay for his university parking. The app, Cellopark AU, requires him to maintain a bank balance of at least $40 as part of the terms of service. There are late fees of $15 (and up to $35).
Parking machines collect fees for government (usually) or a private operator for the service of providing a parking space. The requirement to maintain a minimum bank balance with the threat of large fees and $97 fines is onerous for a student like Oliver.
Oliver says he often does not have $40 in his account and the once-per-month direct debit does not suit his student budget, but he can pay-as-he-goes with cash.
Menzies Research Centre's Freya Leach says Oliver has a case.
