Make fireworks public displays only

I would like to make the sale and use of fireworks to be for licenced or registered users only.  Every year a significant number of people and animals are injured and seriously distressed by the improper use of fireworks, many domestic pets are terrified for what can be weeks at a time.  At present fireworks are available for anybody over the age of 18 to buy, and use as they wish with little regard of the current regulations. In the last 2 weeks there has been a firework thrown into a house causing a fire, fireworks bring thrown in the streets at the public and at vehicles. 

Surely it's about time we took explosives out of untrained and unregulated hands? We are supposed to be a nation of animal lovers, yet we put our animals through this every year.     Please join me to try and make a difference.
