New is not necessarily more cost effective?

Speculation continues as to whether or not the Army's school of music, for example, will get a new £30 million build in Winchester, Chatham or Minley by 2020. The DIO's approach has been wrong all along, as stated in the Daily Express article, attached below. A wise US President once said: 'if it ain't broke don't fix it'. It does perhaps need some fixing; but surely not £30 million worth of health and safety upgrades the DIO say are necessary, what price heritage, tradition, family stability, community and morale? Common sense should prevail.
