I am writing to draw the attention of the appropriate authorities to a deeply concerning pattern of alleged intimidation, harassment, threats, and misuse of official connections affecting individuals within the Port Harcourt community.

The concerns relate to the conduct of ELVIS WEST, who is alleged to be a serving naval officer, and his wife. It is alleged that the wife has repeatedly relied on her husband’s position, influence, or connections to involve security or law enforcement personnel in personal disputes and disagreements involving other individuals, particularly disputes that began or escalated online.

One particularly concerning incident involves an allegation that Mr. ELVIS and three other naval personnel accompanied his wife to confront an unarmed woman over a personal disagreement. According to the account provided, the woman was confronted by armed personnel, made to kneel, and compelled to apologize. The alleged reason for the confrontation was that the woman had merely contacted or greeted Mr. ELVIS. There are reportedly videos of this incident and individuals who can provide them as evidence.

This incident is particularly concerning because the presence of armed personnel in what was allegedly a private personal dispute could reasonably create fear and intimidation for the person being confronted. The incident has also reportedly been referenced or used to intimidate others during subsequent disagreements.

There have also been other reported incidents involving the officer’s wife.

The concern raised by these incidents is not simply that individuals have had personal disagreements. The concern is the alleged use of the influence or connections of a serving military officer to escalate private disputes into arrests, armed confrontations, threats, or other forms of intimidation.

We therefore respectfully request that the appropriate authorities independently investigate these allegations, verify whether ELVIS WEST is a serving naval officer and establish his rank and command, investigate the involvement of any military personnel in the reported confrontation, examine the circumstances surrounding the reported arrests, and determine whether official personnel, weapons, vehicles, or influence were improperly used in private disputes.

We further request that any available videos, screenshots, messages, witness accounts, arrest records, and other relevant evidence be properly examined as part of the investigation.

The purpose of this petition is not to prejudge anyone or to determine guilt before an investigation. It is to request an impartial inquiry into whether official influence or security personnel have been used to intimidate or exert undue pressure on private individuals and whether any laws, regulations, or professional standards have been breached.

We respectfully ask the relevant authorities to ensure that all parties are treated fairly and that no individual is placed above the law because of their position, connections, or association with a serving military officer.
