Walton County / Roswell PD - Open Records Requests Made
Again. Let's discuss the facts of Kelly's case.
Kelly was shot in the early morning hours of Saturday, January 16th, 2021. Jason did not seek any sort of help for Kelly and instead fled the scene. The first stop was his dad's house in Sugar Hill. When Jason told them what happened, his stepmom called the Police and asked them to perform a welfare check on Kelly. While she was on the phone making this welfare check call, Jason fled again. This time to a gas station to meet his mother where he then turned his phone off and abandoned it along with his car and left with her. They ended up at NE Georgia Medical Center where Police were finally able to catch up with him. After about an hour-long, armed stand-off described as "a very tense and dangerous situation" by the responding officers, he was apprehended - unharmed, and transported to Roswell Police Dept. and then ultimately Fulton County Jail.
In the weeks and days leading up to Kelly's murder, Jason filed a Police report with Roswell Police Department, claiming his ex-wife or "boyfriend" of hers had tampered with his brakes and he wanted to pursue attempted murder charges against them.
The Police, of course, investigated these claims and found no evidence to support his accusations and conveyed this to him and in their report.
The Roswell PD Officer investigating the case however was very concerned at the behavior Jason was displaying and comments he was making about his ex-wife and their divorce, which had just been finalized in December 2020, and emailed Walton County to convey the elevated risk of domestic violence they felt his ex-wife and children were in and to put their house on their patrol. The email sent from Roswell PD to Walton County was dated January 14th, 2021 at 11:17 am EST.
Less than 48 hours later, Kelly was dead.

When Roswell Police who were investigating the welfare check/homicide realized it was Jason Hall who was the (only) suspect in Kelly's shooting they were looking for, they contacted Walton County Police to ask them to perform a welfare check on his ex-wife's home. Once contact was made, they encouraged her and the children to leave the home for their own safety.
