Petition Update: We Demand Accountability from CAS – It’s Time for Systemic Reform
From Jamie-Lee Kerri Mitchell, Mother. Advocate. Survivor.

This update comes not only as a mother whose children were wrongfully disrupted, but as a voice for thousands of families across Ontario who have suffered under a system that claims to protect—but often punishes.

I am calling for full legislative review and public accountability for Hamilton Children’s Aid Society (HCFS) and all CAS agencies across Ontario.

What Happened to My Family Was Not Protection. It Was Punishment.
My children were taken from my care without verified risk, without court findings, and without lawful justification under the Child, Youth and Family Services Act.
A protection application was filed against me using an affidavit authored by a social worker who was not registered—a violation of Ontario law.
My son, Cyliss, suffered two documented tailbone injuries in his father’s care—one of which was concealed in CPIN records and later misrepresented in sworn court materials.
My children’s voices were ignored. My trauma was weaponized. My efforts to protect and parent were twisted into false narratives while real harm was dismissed.
Why Reform Is Urgent:
I am not the only one. This is bigger than my case.

Across Ontario, CAS workers continue to:

File affidavits without proper registration or qualifications.
Remove children without lawful orders.
Suppress injury reports and deny families their right to trauma-informed intervention.
Retaliate against mothers who ask for help.
Withhold medical care, therapeutic services, and even basic education from vulnerable children.
This is not oversight. This is system failure.

We Are Demanding:
Independent oversight of all CAS agencies by a body with real enforcement power.
Mandatory trauma-informed training for all workers and judicial partners under Kiera’s Law (C-233).
Legislation to prohibit unregistered workers from authoring or filing sworn court documents.
Transparent disclosure laws for families, including unredacted CPIN access under CYFSA Part X.
Accountability and sanctions for agencies or supervisors who conceal abuse or falsify risk.
Family-first approaches to reunification and healing—not institutional alienation and fear.
We Are Calling on:
The Ontario Ministry of Children, Community and Social Services (MCCSS)
The Ontario Ombudsman
The Office of the Provincial Advocate for Children and Youth
All MPPs, Ministers, and legal reform stakeholders
This Is My Fight—But It Could Be Yours Tomorrow.
If this system can ignore medical records, misrepresent court orders, and allow unregistered workers to decide the fate of children, none of us are safe.

Join me in demanding justice, accountability, and real protection for families—not paperwork, not punishment.

We are not cases. We are people. And we deserve better.
