ISSUE: FIREARM ACCESS AND GUN VIOLENCE IN PHILIPPINE SCHOOLS

A school should be a place where young people feel safe enough to learn, speak, make mistakes, build friendships, and dream about their future. A classroom should never become a place where a student has to fear a gun.

My advocacy focuses on a problem that goes beyond the act of pulling a trigger: how firearms become accessible to minors, how they are stored and secured, how they can enter school premises, and whether existing safety rules are being properly followed and enforced.

This is not only a school problem.

It is a problem of family responsibility, community awareness, firearm ownership, law enforcement, government regulation, and school safety.

The Philippines already has laws regulating firearms. Republic Act No. 10591, or the Comprehensive Firearms and Ammunition Regulation Act, establishes requirements for lawful firearm ownership and possession. It also provides that licensed firearms must be kept in a vault, locked container, or another appropriate security measure for safekeeping, with licensing and registration handled by the Philippine National Police through the Firearms and Explosives Office.

This means that firearm ownership is not simply a right—it also carries a responsibility to prevent unauthorized access.

At the same time, the Department of Education's 2026 Guidelines on Ensuring a Safe and Motivating Learning Environment state that learners must be protected from harm, abuse, and violence and provide measures involving prevention, security protocols, incident reporting, and response.

We should not wait for another student to be hurt before asking how the firearm reached them in the first place.

Let students enter their classrooms carrying their hopes for tomorrow—not fear of what might happen today.

SECURE THE FIREARM.

PROTECT THE CHILD.

SAVE THE SCHOOL.
