90 Day Public Comment Period on Draft Scope of Proposed Lincoln Park Grid Project.

Dear Supervisor Quigley and members of the Town of Ulster Town Board
We are writing in response to the Positive Declaration of Significance (“Positive Declaration”) you issued on Thursday, February 1st, 2018 under the State Environmental Quality Review Act (“SEQRA”) for the proposed Lincoln Park Grid Support Center project (the “Project”). The Positive Declaration states that as lead agency for the SEQRA review you will be conducting public scoping, which will include a public comment period.
The scoping process is particularly important for a project as complex and multi-faceted as this one, as we outlined in detail in our letter dated 12/15/17. The Project has the potential to impact multiple communities in at least two counties across multiple jurisdictions, and will require several approvals from involved agencies.
For these reasons, we request that you provide a public comment period of 90 days on the draft scope for the Environmental Impact Statement (“EIS”) for the Project. We also request that you hold at least two public scoping meetings. Additional time and public meetings in communities that will be potentially impacted will allow for greater public participation, helping to ensure that no potentially significant adverse impacts are left out of the EIS and all environmental concerns are adequately addressed as required by SEQRA.
