

Pet adoptions are down! Why are shelters creating more obstacles to adopt? It’s time to admit that shelter and rescue pets are fighting a losing battle with backyard breeders and puppy mills winning.
We can thank Google, Facebook, Craigslist, YouTube and other sites that promote or accept ads from unregulated breeders.
Why should it be easier to buy from a puppy mill or backyard breeder than it is to adopt?
What are we doing about 15 million annual ads promoting backyard breeder puppy sellers?
Simply: nothing!
Does this mean more shelter pets will die?

Puptax.com: is a proposed law to require tax and registration to receive a permit to advertise any pet for sale.
Advertising registration would require permission to inspect by animal control, law enforcement or zoning. Advertisers must provide photo ID, physical location, puppy place of birth and other abuse or fraud prevention data. Breeders must comply to receive a checkable permit number accessible through a public database.
Each ad will require a permit number, expiration date, name, address and phone number of the advertiser to protect the public.
Backyard Breeders are notorious scofflaws. The bottom line: they won’t comply. That’s OK!
This proposed law prevents the ACCEPTANCE of ads offering animals for sale in any form, prior to tax and verifiable detailed registration by the advertiser.
It is critically important to believe that law abiding publications and websites will comply.
