Puppy scammers usually start their crimes with an online advertisement.
Selling sick puppies, puppy mill, backyard breeder pups with sometimes no puppies at all! Scammers make off with cash.
These crimes are rarely traceable and almost never prosecuted.
Since puppy scams usually start with ads that are entirely unregulated.
The solution is to tax all advertising of pets for sale.
Under this proposed law no website or publication can accept pets for sale advertising without complete registration, tax and permit**.
It’s not possible that a scammer will register, provide photo identification, proof of location, health, veterinary care and proper vaccinations.
So, that’s OK! No ads for the scammer!
It’s a certainty that pet scammers will not obey this proposed law. It is also a certainty that companies like Facebook or Craigslist will be forced to comply or face huge civil fines.
The result; without tax and registration there is no permit. Without a permit there is no ad and without advertising scammers are severely handicapped and the public is protected.
