『奄美が向かう未来を考える会』
私たちの住む奄美大島は、2021年に世界遺産登録された、アジアのガラパゴスと呼ばれる美しい島です。その島の北部、空港からほど近い節田集落は、農業を中心とした穏やかな集落です。目の前には朝日拝む太平洋の雄大な眺め。背には奄美創生神話の神、女神のアマミコ、男神のシニレクが降り立ったと言われるアマンデーの山があり、集落内の神社はこの神にちなんでアマミコ神社と呼ばれ、地域の住人だけでなく様々な方々の信仰の場所となっております。古くからある歌や踊りが残り、住民は季節の祭りを楽しみ、穏やかに助け合い暮らしています。
そんな静かな集落の人々から純粋な笑顔を奪い、不安に凍り付かせてしまう計画が行われようとしています。集落の目と鼻の先に、さらに、隣接の民家の真横に、12階建ての高層ホテルが建てられようとしているのです。2017年までは国定公園であった場所のため、隣接地の住民は家の色や高さ、隣の敷地から5mは開けるなど厳しいルールを守って暮らしてきました。ですが、世界遺産登録にするにあたり、一度指定を外す必要があったとのこと。しかし、そのまま国立公園にも指定されず今日まで、いわば無法地帯になっていたのです。隣接住民は国定公園の指定が外れていたことを、このホテル計画が浮上して初めて知り、やり場のない思いに苦しんでいます。
私たち集落民は、幾度かホテル事業者と面会し、計画のことを聞かされました。住民の方々とできるだけ対話をしながら進めたい、きちんと計画が決まり次第住民説明をする。当初そういう姿勢を見せていた業者を信頼しておりました。さらに住民アンケートもとり、約60%反対、約30%賛成、残り中立。しかし景観、交通、治安、海への排水、光害などの問題を不安視する様々な声が回答には書かれており、一言一句漏らさずこの結果を業者に届けました。
それから1年。業者から、固められた建設計画について知らされました。アンケートには低層ホテルや、小規模のものにできないかとの要望が少なからずありましたが、12階建ての大規模なもの。ただその結果だけ知らせれました。さらに、それまで住民説明会が一度としてされないまま、地鎮祭や着工の予定を話されたのです。話し合いは、対話は、住民の皆さんの意見をと聞いていた今まだは何だったのでしょうか。決められた設計だけ見せられ、着工すると言われたら、どう思われるでしょうか。真摯な説明会を待っていた私たちには、死刑宣告に等しいものでした。
これを受け、集落緊急会議を開催。凄まじい熱量の住民の団結が起こり、集落を上げてこの建設計画から地域の平穏を守るため、住民説明会、そして建設中止訴えることを決定いたしました次第です。
強い要望の結果、地鎮祭はキャンセルされ、着工も延期、3月頭には待望の住民説明会が開かれる運びとなりましたが、伝えきれない要望などまだまだ多い状況の中、住民の不安は解決されているとは言えない状況です。
この問題は世界遺産登録の裏で起きている問題。そして私たちの集落だけではなく、奄美大島全体の問題と考えます。整備不十分な法の隙間を狙い合法になってしまう。しかし地域のよき風土や穏やかな住民の暮らしが大きな圧迫を受け、半永久的にその影響を背負わされてしまうでしょう。節田集落がある奄美の北部、笠利地区だけでも次々と土地が買われ同様の高層ホテル計画が持ち上がっているとも聞いております。
計画での規模は奄美でも初めての12階建。100人規模の富裕層が突然集落内にやってくることへ、治安を心配する声が聞かれます。経営するホテルに、宿泊客の行動を制限することはできません。
干魃になる年もあり、水不足も過去に幾度かある地域で、生活や農業は小さな水源で営まれています。牛農家、サトウキビ農家はじめ、生活用水への影響はどうでしょうか。
大規模施設から出る排水は、果たして海への影響が出ないと言えるでしょうか。漁師などから強い懸念の声が聞かれております。
ホテル予定地の道路向かいが駐車場予定地。人の往来は、信号、横断歩道もない車が飛ばす場所のため突如、煩雑になる交通への影響に、多くの不安の声が寄せられています。
私たち節田集落は、この計画から、静かで穏やかな集落の人々の暮らしを守りたい。美しい海が見える心癒す奄美大島で、安心して生活ができる治安、純朴な人々が笑顔で畑や海で生きていける環境を守りたい一心です。皆様のご署名、ご協力により、相手企業の計画変更または撤退、そして今後地域の要望が尊重された発展が行われていくように行政に働きかけてまいります。皆様のご協力をよろしくお願いいたします。

'The Association for Considering the Future of Amami'
Amami Oshima, where we live, is a beautiful island known as the Galapagos of Asia, and in 2021 it was registered as a World Natural Heritage site. In the northern part of the island, in the Setta community near the airport, it is a peaceful place centered around agriculture. In front of us is the magnificent view of the Pacific Ocean as we greet the rising sun. In the background is the mountain of Amande, where the god and goddess AMAMIKKO and the god SHINIREKU of the Amami creation myth are said to have descended to earth. The vilage's shrine is caled AMAMIKKO Shrine after this god, and it is a place of worship not only for the local residents but also for people from al over.The vilage has preserved its ancient songs and dances, and the residents enjoy seasonal festivals and live together in peace and harmony.
A plan is being carried out that threatens to rob the people of this quiet vilage of their genuine smiles and freeze them in fear. A 12-story high-rise hotel is about to be built right in front of the vilage and right next to the neighboring houses. Until 2017, this area was a national park, so the residents of the neighboring houses had to folow strict rules regarding the color and height of their houses and leaving a 5-meter gap between their houses and the neighboring properties. However, in order to be registered as a World Heritage Site, it was necessary to remove the designation. However, it was not designated as a national park either, and until today it has been a lawless zone of sorts. The residents living next to the area only found out that the national park designation had been removed when the hotel project emerged, and they are suffering from a sense of helplessness.
We vilagers met with the hotel operator several times and were told about the project. We trusted the company, which had initialy shown us that it wanted to proceed while holding as many dialogues as possible with the local residents, and that it would explain the plan to the residents as soon as it was finalized. They also conducted a survey of the residents, and the results showed that around 60% were opposed, around 30%were in favor, and the remainder were neutral. However, the responses also included various comments expressing concerns about issues such as the landscape, traffic,public safety, wastewater discharge into the sea, and light polution, and we delivered the results to the company, without leaving out a single word.
A year later, the contractor informed us of the finalized construction plans. In the survey, there were many requests for a low-rise hotel or something small, but the plan was a large 12-story building. We were only informed of the results. Furthermore, without even one public meeting to explain the plans to the residents, they announced plans for the ground-breaking ceremony and the start of construction. What was the point of discussions, dialogue, and listening to the opinions of the residents? What would we think if we were shown only the finalized design and told that construction was about to begin? For those of us who had been waiting for a serious explanation, this was like a death sentence.
In response to this, an emergency village meeting was held. The residents came together with incredible enthusiasm, and we decided to hold a public meeting to explain the plans to the residents and to appeal for the construction to be halted in order to protect the peace of the area from this construction plan.
As a result of strong requests, the groundbreaking ceremony was canceled, the start of construction was postponed, and a long-awaited public information meeting was scheduled to be held in early March, but with many requests that have yet to be conveyed, the residents' concerns have not been resolved.
This problem is occurring behind the scenes of the World Heritage registration. And I think it is not just a problem for our village, but for the entire Amami Oshima. It will be legalized by exploiting a loophole in the law that is not well established. However, the good culture of the region and the peaceful lives of the residents will be greatly oppressed, and they will have to bear the effects permanently. I have heard that land is being bought one after another in the Kasari district in the northern part of Amami, where the Setta village is located, and plans for a similar high-rise hotel are being raised.
The planned scale is a 12-story building, the first in Amami. There are concerns about public safety as 100 wealthy people suddenly come to the village. The hotel that is managed cannot restrict the behavior of its guests.
There are years of droughts and water shortages in the past, and life and agriculture are carried out from small water sources. We hear concerns about water from cattle farmers, sugarcane farmers, and others.
Can we really say that wastewater from a large facility will not affect the sea? There is strong opposition from fishermen and others.
The proposed parking lot is across the road from the proposed hotel. There are many concerns about the impact on traffic, which will suddenly become complicated, as people usually drive too fast without traffic lights or crosswalks.
We, Setta Village, want to protect the quiet and peaceful lives of the people in our village from this plan. We want to protect the peace of mind of the people of Amami Oshima, where the beautiful sea is soothing, and the environment where simple people can live in peace and smiles on their faces in the fields and sea. With your signatures and cooperation, we will urge the government to change the plans of the other company or withdraw, and to ensure that future development will respect the wishes of the local community.
