「ジャンルを問わず、音楽はすべて禁止」。そんな条例が制定されて良いのでしょうか。神奈川県の逗子市議会は、逗子海水浴場において「音楽禁止」を「条例化」 しようとしています。

 

この条例が制定されると、来夏の逗子海岸では、海の家の店内ライブ・BGM及び、大小に関わらず、 ポータブルプレイヤー（ラジカセ）の持ち込みも禁止となります。つまり浜辺でお気に入りの曲を聴いても、法律違反となってしまいます。そんな海岸が世界中のどこにあるでしょうか ?

 

逗子市議会がこのような方針を打ち出した背景には、海岸でライブ演奏を行って集客する「ライブハウス・スタイルの海の家」や、ダンスミュージックを流して客を踊らせる、いわゆる「海の家のクラブ化」の問題があります。また、浜辺や海岸周辺の道路において、個人が持ち込んだポータブルプレイヤーで大音量の音楽を流し、周囲に迷惑をかけるなどの行為を規制するためでもあります。

 

しかし、規制すべきなのは音楽そのものではないはずです。海の家から漏れ出し、近隣住民の迷惑となるライブの音量や、個人で楽しむ音楽の音量が問題なのではないでしょうか。市政が取り組むべきは、まずは音量制限からだと思います。いきなり音楽そのものを禁止するのはあまりにも乱暴です。

 

音楽は、日本においても雅楽に始まり、祭り囃子や盆踊りなど、人の歴史と共にある文化です。その文化を行政が条例で規制するようなことは、あってはならないことです。このままでは、海水浴場規制が引き金となり、すべての野外における音楽への規制につながりかねません。

 

私たちは音楽そのものを規制する「音楽禁止の条例化」の方針撤回を、逗子市議会・市長に求めます。

 

湘南ビーチの発展は、音楽と共にあることは明らかです。加山雄三、石原裕次郎に始まり、サザンオールスターズなど様々なミュージシャン達の音楽の力が、ビーチに活気をもたらしてきたことは間違いありません。

 

音楽を愛するすべての皆様、そして音楽という文化を創造し、私たちを癒し、勇気づけてくれているミュージシャンの皆様、ご賛同とご協力をお願い申し上げます。

In opposition to the Zushi City Council’s ordinance to ban music on the beaches of Zushi.

“Music to be banned regardless of genre.” 

The Zushi City Council in Kanagawa Prefecture is planning to place a music ban on the beaches of Zushi. What good can come from enacting this kind of ordinance?

If this ordinance is enacted, many forms of music, including live music and background music chosen by the venues (Umi No Ie) operating on the beaches will banned.  Even portable music players, regardless of size will be banned.  Only “Authorized Music”, chosen by the city will be piped in.

In other words, if you listen to music you enjoy on the beach, you will be breaking the law. Are there any beaches anywhere in the free world that bans music?

The roots of the problem began when the Zushi City Council, in an attempt to attract more customers, opened up the beach to “Urban Style Live Houses”. They also opened the door for “Disco Style Clubs” to set up shop. Both styles have traditionally played music at very large volumes. The City also allowed the beachgoers to play loud music on their portable players in and around the streets near the beach.

The regulation should not just be a ban on music, but on the volume of the music coming out of the venues. And a stricter policy on the noise coming from customers in and around the streets near the beaches as they leave the area should be enforced so as not to be a nuisance to nearby residents. A ban on music is not the solution.

Music has always been an integral part of Japanese culture, from ancient court music to the music played at festivals, many of these on the beaches themselves.

To continue on this path, could set a bad precedent to totally ban music at all other festival events, regardless of location.

We urge the Zushi City Council to rethink this music ordinance, and to keep music on the beaches, and to provide a safe environment for residents and outsiders to enjoy.  

So we ask your support to fight this ordinance to ban music on the beaches of Zushi. Let the healing power of music be there for all to enjoy. Let the music play!
