However, his victory comes with unresolved serious allegations that threaten the principles of fair and transparent governance. The handling of an internal whistleblower and a related staff member's tragic death are issues that cannot be ignored. This petition urges the Hyogo Prefectural Assembly’s special investigative committee (Hyakujo Committee) to conduct a full and fair investigation to uncover the truth behind these incidents.

Concerns About Whistleblower Retaliation
Governor Saito’s direct pursuit of the whistleblower raises potential violations of Japan’s Whistleblower Protection Act, which strictly prohibits the search for and retaliation against whistleblowers. Despite this, he allegedly identified the whistleblower and carried out punitive actions swiftly. Such conduct may be a serious misuse of power, warranting a thorough legal review and investigation.

Connection to Staff Member’s Death
During the process of pursuing the whistleblower, a Hyogo Prefectural staff member tragically took his own life.
