　日本の年金がパレスチナに住む人の命をおびやかしています。虐殺に加担する国家や企業への投資をやめさせましょう。

Japanese pension funds are endangering the lives of people living in Palestine. Stop investing in nations and corporations that are complicit in genocide.

　この署名で私たちは厚生労働省および、委託を受けて年金を運用する独立行政法人、年金積立金管理運用独立行政法人（以下、GPIF）に対して以下を求めます。

　With this petition, we call on the Ministry of Health, Labor and Welfare (MHLW) and the General Pension Investment Fund (GPIF), an agency that manages pension funds on behalf of the MHLW, to; 

1. イスラエルの最大手軍需企業であるエルビット・システムズ社（2024年3月末時点の保有額　46億円）と、イスラエル軍に装甲ブルドーザーを納品するアメリカのキャタピラー社（同　1621億円）への投資を即刻引き揚げるよう委託先を指導・監督すること。
2. イスラエルが同国の国際法違反の政策・軍事行動を廃止し、パレスチナ人に対する民族浄化を止めるまで、イスラエル国債（同　2270億円）ならびにイスラエルの銀行（同5社　計310億円）への投資を引き揚げるよう委託先を指導・監督すること。
3. 年金積立金の社会的な役割と影響力を鑑み、イスラエル入植地でのビジネスを含むあらゆる国際人道法や国際人権法に違反するビジネスに投資がなされることがないよう、委託先に明確なガイドラインを提示しその遵守を指導・監督すること。

 

1. 　Give guidance and supervision to the contractors so that they immediately withdraw their investments in Elbit Systems, Israel's largest military contractor (4.6 billion yen in holdings as of March 31, 2024), and Caterpillar Inc. of the United States, which delivers armored bulldozers to the Israeli army (162.1 billion yen in holdings as of March 31, 2024

2. 　Give guidance and supervision the contractors to withdraw its investment in Israeli government bonds (227 billion yen) and Israeli banks (31.0 billion yen) until Israel abolishes its policies and military actions in violation of international law and stops ethnic cleansing against the Palestinian people.

3. 　In light of the social role and influence of pension funds, provide clear guidelines to contractors and guide and supervise their compliance with such guidelines to ensure that investments are not made in businesses that violate any international humanitarian law or international human rights law, including businesses in Israeli settlements.

　日本の年金はイスラエル国債　約2270億円とパレスチナ人の虐殺・民族浄化への加担を国連が認定した企業の株式　約8740億円を保有しています。（2024年3月末時点）

Japanese pension funds hold approximately 227 billion yen in Israeli government bonds and 874 billion yen in shares of companies involved in the genocide and ethnic cleansing of Palestinians recognized by United Nations. (As of March 31, 2024)

　日本の年金を運用するのは厚生労働省の委託を受けた独立行政法人、年金積立金管理運用独立行政法人（以下、GPIF）です。

　Japan's pension funds are managed by the General Pension Investment Fund (GPIF), an agency commissioned by the Ministry of Health, Labor and Welfare (MHLW).

　GPIFは厚労省から預かった年金を投資ファンドへ丸投げして運用させ、虐殺と民族浄化を行うイスラエル政府とそれに加担する企業に対して投資させるがままにしています。

　The GPIF has been entrusted by MHLW with pension funds to invest in the Israeli government, which is engaged in genocide and ethnic cleansing, and the corporations that are complicit in it.

 

　年金は日本に住んでいるだけで国籍に関わらず支払う必要があります。その結果、日本に住むパレスチナ人のお金も勝手に虐殺や民族浄化に使われています。

　Pensions must be paid simply for living in Japan, regardless of nationality. As a result, the money of Palestinians living in Japan is also being used for genocide and ethnic cleansing without their permission.

　GPIFは環境や社会に配慮したESG投資を日本国内で推進する役割を果たしてきました。その結果、GPIFが投資していることが、パレスチナ人の虐殺・民族浄化を行う国家と企業に対し「社会に貢献している」というお墨付きを与えています。

　GPIF also plays a role in promoting sustainable and socially responsible investing called ESG investing in Japan. This means that it is wrongly endorsing “contributing to society” even though the targets of its investments are actually nations and corporations that commit genocide and ethnic cleansing of the Palestinian people.

　日本に住み年金を払わされている人には虐殺・民族浄化に加担している国家や企業に投資していることを報告していません。

　厚生労働省とGPIFは自分たちの社会的な役割と影響力を自覚し、国際法にのっとり人々の権利を守る姿勢を打ち出してください。

However,GPIF has not reported that they invests in nations and companies which complicit genocide and ethnic cleansing.

　The MHLW and GPIF should be aware of their social role and influence and take a stand to protect people's rights in accordance with international law!

 

 

 

 

 

 

 

 

• GPIFは国連だけでなく、日本国の立場を無視して日本の年金を虐殺と民族浄化に投資している
• GPIF’s investments in genocide and ethnic cleansing are being carried out in ignorance of the will of the United Nations and the Japanese government.

 

 　イスラエルは1948年の建国以前から一貫してパレスチナ人に対し虐殺と民族浄化を行っています。　

　とりわけ、第三次中東戦争の占領地であるヨルダン川西岸地区、東エルサレム、ガザ地区における入植政策については明確な国際法違反であることが、国連安保理決議や国際司法裁判所（ICJ）の勧告意見によって指摘されています。

　Israel has consistently committed genocide and ethnic cleansing against the Palestinian people since before its establishment in 1948.　

　In particular, Israel's settlement policy in the West Bank, East Jerusalem, and Gaza Strip, which has been occupied since the Third Middle East War, is a clear violation of international law, as pointed out by UN Security Council resolutions and the International Court of Justice (ICJ) in its advisory opinion.

　日本政府も「和平交渉が停滞し、入植活動のような一方的措置が継続していることは遺憾。占領されたパレスチナ地域における分離壁の建設は関連する国際法規と相容れない。」と2023年7月にICJに対して陳述しています。

　The Government of Japan also stated, “It is regrettable that peace negotiations have stalled and that unilateral actions such as settlement activities continue. The construction of the separation wall in the occupied Palestinian territories is incompatible with relevant international law.” to the ICJ in July 2023.

　しかし、GPIFは国連の決議や勧告的意見、イスラエルの入植政策に対する自国政府の立場を無視してイスラエルの国債やパレスチナ人の虐殺・民族浄化に加担する企業の株式を保有しています。

　その投資先にはガザ地区の子供たちを殺している武器を生産する軍需企業も含まれます。

　However, GPIF ignores UN resolutions, advisory opinions, and its own government's position on Israel's settlement policy and holds Israeli government bonds and shares in companies that are complicit in the genocide and ethnic cleansing of the Palestinian people.

 

　Its investments include military companies producing weapons that are killing children in the Gaza Strip.

　私たちは日本の年金を虐殺と民族浄化に使うことも、お墨付きを与えることを許しません。

　Japanese pensions are endangering the lives of people living in Palestine.

　We will not allow Japanese pension funds to be used for genocide and ethnic cleansing, nor will we allow them to endorse these atrocity

　私たちの年金を運用する厚生労働省とGPIFは自分たちの社会的な役割と影響力を自覚してください。

　そして、いますぐ、イスラエル国債および、パレスチナ人の虐殺・民族浄化に関わるイスラエル政府と企業への投資を引き揚げ、国際法にのっとった義務を果たしてください。

　The MHLW and GPIF, which manage our pensions, should realize their social role and influence.

　Please fulfill your obligations under international law by withdrawing your investments in Israeli government bonds and the companies involved in the genocide and ethnic cleansing of the Palestinian people.
