【前提となる事実】

青森県三沢市にある米軍三沢基地のF16戦闘機が対イラン作戦で3～4月に中東に展開していたことが報じられています（国防・安全保障専門の英メディア、UKディフェンス・ジャーナルよりhttps://ukdefencejournal.org.uk/us-maintains-400-plus-aircraft-build-up-around-iran/）。

それに加えて、これまでに佐世保、沖縄などの日本の各基地から米軍がイラン攻撃に関与していた可能性も示唆されてきています。

これを受けて、2026年8月29日、イランのアラグチ外相は、米軍三沢基地のF-16戦闘機が対イラン作戦のため中東に展開したとの報道（国防・安全保障専門の英メディア、UKディフェンス・ジャーナルより）を受け、日本の人々に向けて、日本政府に説明責任を求めるべきだと呼びかけました。

また、同時期にイラン政府は、報復として4か国（ヨルダン、バーレーン、イラク、クウェート）の米軍関連施設を新たに攻撃対象とすることを明言しています。（ https://news.yahoo.co.jp/articles/0cba2d5b9d47f1c72d7b8a321a285e8e427b0c99

仮に、三沢基地がイラン攻撃に関与しており、これが日本国民の総意であると受け取られた場合、もはや5か国目が日本になる可能性を完全に否定することはできません。

 

【署名で伝えたいこと①　日本のイラン攻撃への関与は日本国民の総意ではないこと】

日本とイランには、長い友好の歴史があります。

アラグチ外相は、かつて駐日イラン大使を務め、日本とイランの関係に深く携わってきた人物です。現在も日本とイランの外相は、地域の平和と外交的解決に向けて継続的に対話を続けています。

そのイランから、「日本の人々よ、日本政府に説明を求めてほしい」と呼びかけられた今、私たちはその声を無視したくありません。そして、日本のイラン攻撃への関与が、決して日本国民の総意でないことを伝えたい。

私たちは、イラン政府のすべての政策に賛同するわけではありません。しかし、だからといって、イランの人々が戦争によって傷つけられることを望むものでもありません。まして、日本の土地に置かれた基地が、その攻撃のために使われているのであれば、私たち日本人には、それを問いただす責任があります。

私たちが生きている国は、かつて、戦争によって他国に多大な被害を与え、かつ国民も核兵器をはじめとした深刻な被害を受けたという歴史を持っています。そのような歴史を二度と繰り返さないために、日本国憲法は、その前文で「政府の行為によつて再び戦争の惨禍が起ることのないやうにすること」を決意し、第9条で戦争の放棄を掲げています。

だからこそ問いたい。

日本国内の基地から、イランへの軍事攻撃につながる戦力が送り出されることを、私たちは本当に「日本の平和」と呼べるのでしょうか。

日本が直接爆撃をしていなければ、それでよいのでしょうか。

日本の土地を使って、他国への攻撃が行われることについて、私たちは無関係なのでしょうか。

私たちは、そうは思いません。

日本国憲法が掲げる平和主義を本当に守るのであれば、まずこのような戦争への加担を止めるべきです。そして、イランから日本へ向けられた今回の問いかけに、私たちはこう答えたいと思います。

「あなたたちの言うとおり、日本政府に説明を求めます。」

日本の市民は、イランの人々を敵だとは思っていません。日本とイランは長い交流の歴史を持ち、東日本大震災の際にもイランから日本への支援が届けられました。

いま、イランの人々が戦争の脅威にさらされているとき、日本に住む私たちができることは、少なくとも、日本の土地がその攻撃に利用されることを黙って見過ごさないことです。

これは「イランにつく」ということではありません。

戦争につかない、ということです。

 

【署名で伝えたいこと②　日本政府に対する説明責任の追及】

私たちは、日本政府に対し、以下を求めます。

・三沢基地所属F-16の中東展開と対イラン作戦への関与について、事実関係を明らかにしてください。

・本当に日本国内の米軍基地が、イランを含む第三国への攻撃に利用されているのであれば、それがどのような態様で行われているのか、具体的に国民に説明してください。

・日本政府が米軍による基地使用について、いつ、何を把握していたのかを明らかにしてください。

・日本国憲法の平和主義に照らし、日本国内の基地を他国への攻撃に利用させることについて、日本政府の見解を明らかにしてください。

・今後一切の日本の土地と基地が、他国への戦争・攻撃に加担するために利用されることのないよう、（日米地位協定の改訂を含む）必要な措置を講じてください。

・アメリカの軍事政策に追随する対米従属をやめ、憲法9条を持つ国として、日本自身の意思で平和外交を選択してください。

 

【署名で伝えたいこと③　マスコミ・テレビ局各社の報道責任の追及】

この問題を、私たち市民だけの声に終わらせないでください。

日本国内にある米軍基地が、イランへの軍事攻撃に関わるために使用されたのであれば、それは日本に暮らす私たちすべてに関わる問題です。しかし、こうした事実が十分に知られないまま、議論されることさえなく過ぎてしまうことを、私たちは危惧しています。

私たちは、新聞・テレビ・通信社をはじめとする日本の報道機関に対し、この問題を徹底的に取材し、国民に伝えることを求めます。

・三沢基地所属F-16の中東展開と、対イラン作戦への関与について報道してください。

・日本政府がこの事実をいつ、どのように把握していたのかを取材してください。

・日本国内の米軍基地が、第三国への軍事攻撃にどのように利用されているのかを検証してください。

・日米安保条約や日本国憲法の平和主義との関係について、国民が考えるための情報を提供してください。

・日本政府に対し、国民への説明責任を果たすよう問い続けてください。

報道されなければ、私たちは知ることができません。知らなければ、考えることも、選択することもできません。

私たちには、戦争に日本がどのように関わっているのかを知る権利があります。メディアには、その知る権利に応える責任があります。

日本の基地がイランへの攻撃に使われたという重大な問題を、どうか見過ごさないでください。

 

【最後に】

アラグチ外相が向けてくれた日本国民に対する誠意を、私たちは無駄にしません。

そして私たちは、イランの人々にも伝えたい。日本の市民の中には、あなたたちと同じように、戦争ではなく平和を望んでいる人間が数多くいます。

唯一の被爆国として、

憲法９条を掲げる国として、

日本を、他国への攻撃に加担する国にしたくない。

 

そのために、私たちは声を上げます。

【Facts Underlying This Petition】
It has been reported that F-16 fighter jets belonging to the U.S. Misawa Air Base in Misawa, Aomori Prefecture, Japan, were deployed to the Middle East in March and April 2026 for operations against Iran, according to the UK-based defense and security publication UK Defence Journal.

In addition, there have been indications that U.S. forces based at other locations in Japan, including Sasebo and Okinawa, may also have been involved in attacks against Iran.

In response to these reports, on August 29, 2026, Iranian Foreign Minister Abbas Araghchi called on the people of Japan to demand accountability from the Japanese government regarding reports that F-16 fighter jets from Misawa Air Base had been deployed to the Middle East for operations against Iran.

At around the same time, the Iranian government also stated that, in retaliation, it would newly designate U.S.-linked military facilities in four countries—Jordan, Bahrain, Iraq, and Kuwait—as targets of attack.

If Misawa Air Base was in fact involved in attacks against Iran, and this were perceived as being carried out with the consent or approval of the Japanese people, we cannot completely rule out the possibility that Japan could become the fifth country to be targeted.

 
【What We Want to Convey Through This Petition ①】
Japan's involvement in attacks against Iran does not represent the will of the Japanese people.

Japan and Iran have a long history of friendship.

Foreign Minister Araghchi previously served as Iran's Ambassador to Japan and has been deeply involved in relations between the two countries. Even today, the foreign ministers of Japan and Iran continue to engage in dialogue concerning regional peace and diplomatic solutions.

Now that Iran has appealed to the people of Japan, saying, in essence, “We ask the people of Japan to demand an explanation from their government,” we do not want to ignore that appeal.

We also want to make it clear that Japan's involvement in attacks against Iran does not represent the will of the Japanese people.

We do not endorse every policy of the Iranian government. However, that does not mean that we want the people of Iran to be harmed by war.

And if military bases located on Japanese soil are being used for such attacks, then we, as people living in Japan, have a responsibility to question and challenge that use.

The country in which we live has a history of having inflicted enormous suffering on other countries through war, while its own people also suffered devastating consequences, including the use of nuclear weapons against Hiroshima and Nagasaki.

To ensure that such history is never repeated, the Constitution of Japan declares in its Preamble the determination that “never again shall we be visited with the horrors of war through the action of government,” and Article 9 renounces war as a sovereign right of the nation.

That is precisely why we must ask:

Can we really call it “peace for Japan” if military forces connected to attacks against Iran are being deployed from bases located in Japan?

Is it really enough to say that Japan itself did not directly carry out the bombing?

Can we really claim that we have nothing to do with attacks against another country when they are being carried out using land and military bases located in Japan?

We do not believe so.

If we are truly to uphold the principles of pacifism enshrined in the Constitution of Japan, we must first stop Japan from becoming complicit in such wars.

And in response to the appeal that has been made to Japan by Iran, we want to say:

“You are right. We will demand an explanation from our government.”

The people of Japan do not regard the people of Iran as our enemies.

Japan and Iran have a long history of exchange and friendship. Following the Great East Japan Earthquake, Iran also provided assistance to Japan.

Now, as the people of Iran face the threat of war, the least we can do as people living in Japan is to refuse to remain silent while Japanese soil is potentially being used to facilitate attacks against them.

This is not about “taking Iran's side.”

It is about refusing to take the side of war.

 
【What We Want to Convey Through This Petition ②】
Demanding accountability from the Japanese government
We call on the Japanese government to:

• Clarify the facts concerning the deployment of F-16s from Misawa Air Base to the Middle East and their involvement in operations against Iran.
  If U.S. military bases in Japan are indeed being used for attacks against third countries, including Iran, provide the Japanese public with a detailed explanation of how such use is taking place.
• Clarify when and what the Japanese government knew about the use of bases in Japan by the U.S. military.
• Clarify the Japanese government's position on the use of bases located in Japan for attacks against other countries, particularly in light of the pacifist principles of the Constitution of Japan.
• Take all necessary measures—including the revision of the Japan-U.S. Status of Forces Agreement, if necessary—to ensure that Japanese territory and military bases are never again used to facilitate war or attacks against other countries.

End Japan's subordination to U.S. military policy and, as a country with Article 9 of its Constitution, choose a path of diplomacy for peace based on Japan's own independent judgment.
 
【What We Want to Convey Through This Petition ③】

Calling on the media and television networks to fulfill their responsibility to report
Please do not allow this issue to remain merely a matter of concern among individual citizens.

If U.S. military bases located in Japan have been used in connection with military attacks against Iran, this is an issue that concerns everyone living in Japan.

Yet we are deeply concerned that these facts may pass without becoming sufficiently known to the public, and without even receiving the public discussion they deserve.

We call on Japanese news organizations—including newspapers, television networks, and news agencies—to thoroughly investigate this issue and report their findings to the public.

• Please report on the deployment of F-16s from Misawa Air Base to the Middle East and their involvement in operations against Iran.
• Please investigate when and how the Japanese government became aware of these facts.
• Please investigate how U.S. military bases located in Japan are being used in military operations against third countries.
• Please provide the public with the information necessary to consider the relationship between these activities, the Japan-U.S. Security Treaty, and the pacifist principles of the Constitution of Japan.
• Please continue to press the Japanese government to fulfill its responsibility to explain these matters to the public.

If it is not reported, we cannot know.

If we do not know, we cannot think, and we cannot choose.

We have the right to know how Japan is involved in war.

The media have a responsibility to uphold that right to know.

Please do not overlook this serious issue: the possibility that Japanese military bases are being used in attacks against Iran.

 
【Finally】

We will not allow the sincerity with which Foreign Minister Araghchi has reached out to the people of Japan to go unanswered.

And we want to say this to the people of Iran as well:

There are many people in Japan who, just like you, wish for peace rather than war.

As the only country in the world to have suffered atomic bombings,

as a country whose Constitution enshrines Article 9,

we do not want Japan to become a country that contributes to attacks against other nations.

That is why we are raising our voices.
