10.7以降、イスラエルという国家について、広く知られるようになりました。民間人を多く巻き込む見境のない攻撃や、国際法違反の入植行為。

それにもかかわらず、愛知県はいまもなお、イスラエルとの事業連携を続けています。

これを問題視し、わたしたち有志一同は「愛知県とイスラエルの事業連携中止を求める署名集め」をすることにしました。

 

 

 

 

 

 

愛知県がイスラエルと事業連携を行う狙い

愛知県は「Aichi-Israelマッチングプログラム」等の事業を通じ、イスラエルのイノベーション庁（政府機関）、Start-up nation central（NGO）略してSNCと、連携協定を結んでいます。さかのぼると、愛知県は2018年10月に「Aichi-Startup戦略」を策定。この戦略に沿って、スタートアップ・エコシステムの形成・充実に努め、愛知県内に、スタートアップ企業を増やす計画です。今年10月には、名古屋市鶴舞の愛知県勤労会館跡に「STATION Ai」という、宿泊施設も含む6階建ての施設が完成します。愛知県はスタートアップ企業を増やす事業に、多額の費用（税金）を投入しています。
イスラエルは、中東のシリコンバレーとも呼ばれ、多くの先進的なテクノロジーを持つスタートアップ企業が生まれています。そのスタートアップ企業を育む土壌は、層が厚く、優れたもので、その知見を参考にしたいのです。

パレスチナの昨今の状況
イスラエルは76年前、建国のために、土地の強奪をはじめました。
この地で暮らしていた人々は、どんどん追いやられ、今ではガザ地区やヨルダン川西岸地区に暮らすだけです。ガザ地区では「テロ組織への攻撃」という名目で、度重なる激しい破壊が繰り返され、教育機関・病院も被害を受けました。
現在、ガザ地区では、食料不足が深刻です。食料、医療品、生活用品、ありとあらゆるものが枯渇し、多くの人々に「餓死」の危機が迫っています。通常の飢餓は、災害や天候不順等によって起きますが、ガザ地区は異なります。イスラエルのつくった壁に囲まれ、検問所からしか物資が入るルートがありません。この飢餓はイスラエルによる人為的な飢餓です。作られた飢餓であり、組織的な関与によるもので間接的な殺人です。イスラエルによって今、多くの人が殺されようとしています。

ラベンダーは入手した情報をもとに、AIでターゲットを定め、家で過ごしているのを見計らい、空爆しています。もちろん家を爆撃すれば、犠牲となるのはターゲットだけではなく、同居している家族も、問答無用に亡くなります。本当に恐ろしいことをしています。このような攻撃の仕方ができるのはテクノロジー国家であるイスラエルだからこそで、イスラエルが罪のない民間人を犠牲にしながら、新たなテクノロジーの実験をパレスチナで行っていることの証左です。

Start-up Nation Central アヴィ・ハッソン氏の発言
連携協定を結んだSNCは、スタートアップ企業を支援するNGOです。そのため、この組織は中立的な立場にあるかのように思われがちですが、CEOのアヴィ・ハッソン氏はこのような発言を行なっています。

愛知県がイスラエルと連携を続ければ、利害関係が生まれ、どれだけパレスチナの人々が殺され、苦しんでいても、その批判をしづらくなります。忖度が前提となった環境で、のびのびと健全にスタートアップ企業を育成することが可能でしょうか。イスラエルのテクノロジーの負の側面には、触れないつもりなのでしょうか。

 パレスチナの人々の苦しみと犠牲によって成り立つ発展
先述したSNCのアヴィ・ハッソン氏は、もともとイスラエル国家お抱えの科学者です。仮にアヴィ・ハッソン氏の目指すものが「純粋なテクノロジーの発展」だとしても、その発展はパレスチナの人々の多大な犠牲があって実現するもの。多くの人を傷つけ、殺すことを前提にした発展は、受け入れられません。わたしたちは、愛知県民として、一人の人として、「パレスチナの人々の苦しみと犠牲によって成り立つ発展」は望んでいません。
愛知県が、パレスチナの人々の苦しみと犠牲によって成り立つ国家、しかも、国際法違反を指摘されながらも無視を決め込んでいる、違法な国家と連携することに、強い憤り、そして強い不安を感じています。

 愛知県だけの問題ではない
今、イスラエルと事業連携をしていることを公にし、堂々と連携を続けているのは、愛知県だけかもしれません。しかし、このままうまくいけば、他の自治体も連携に乗り出すでしょう。日本全国、関係のない話ではありません。イスラエル製の攻撃型ドローンの輸入問題もあります。イスラエルのテクノロジーと無関係でいられる日本人はいません。

さいごに
愛知県議会では、7月3日に全会一致で「ガザ停戦決議」が採択されました。
愛知県でも多くの方が、イスラエルの行いや、パレスチナの人道危機を注視し、一刻もはやい停戦を望んでいます。

愛知県はイスラエルとの事業連携をやめてください。
愛知県はイスラエル・イノベーション庁やSNCとの連携協定を破棄してください。

As of October 7th, the international community has discovered the lengths to which Israel would go to accomplish their goals. Attacks with no regard for civilian casualties and a colonial agenda running against international law is the image Israel has presented to the world. Nonetheless, the Aichi prefecture insists on maintaining its professional partnership with Israel.

Seeing the inherent problems with this association, us volunteers have decided to amass signatures calling for an end to the partnership between Aichi and Israel.

The goals Aichi has set for itself by associating with Israel

Since October 2018, Aichi has established their “Aichi-Startup Strategy”, which consists of a collaboration with the Israel Innovation Authority as well as the Start-up nation central, or SNC for short, through their ''Aichi-Israel Matching Program''. In accordance with this strategy, efforts were put into the establishment of a start-up ecosystem and its continued support with the goal of increasing the number of start-up businesses inside the Aichi prefecture. The Aichi government has invested a vast amount of funds in fulfilling this goal, including plans to build a 6 story establishment called  “STATION AI”, located in Tsurumai’s Aichi Prefectural Hall by October 2024.  On the other hand, Israel, which is known as the silicon valley of the middle east, has founded a vast amount of start-up companies that hold a broad arsenal of advanced technology. The Aichi government wishes to use the resources Israel has at their disposal, including their knowledge in the development of start-ups to fulfill its own goal.

The current state of Palestine
With plans of founding their own nation, Israel began their colonization of a land that was not originally theirs 76 years ago. Through forceful and violent means, the indigenous Palestinian people eventually found themselves forced to evacuate to the West Bank and Gaza. In Gaza, under the pretense of fighting terrorism, its people have been subjected to incessant destruction, with their schools and hospitals destroyed. A recent major concern that is plaguing the Gazan people is widespread famine.  Food, medical supplies and other essential items are nowhere to be found and Gaza is dying of hunger. Famine generally happens due to natural disasters and conditions out of our control but the situation in Gaza is different. Because Gaza is currently surrounded by walls put in place by the Israeli government, essential goods are only accessible by passing through designated checkpoints. This famine is a deliberate one caused by Israel. This is manslaughter executed through calculated and indirect means. The Palestinian people must face the reality that Israel is looking to exterminate them.

The Israeli government is currently using an artificial intelligence called Lavender to perform their military strikes.

Due to the AI’s nature, it seeks out its target while they are vulnerable at home. Needless to say, when civilian homes are targeted, entire families and close relatives are killed as collateral damage. This sets a truly terrifying precedent and sheds a damning light on Israel’s status as a technologically advanced state. It serves as further proof that they have been testing their technology on unsuspecting Palestinian civilians.

Start-up Nation Central Avi Hasson’s Statement
The SNC is a non‐governmental organization that holds the goal of supporting start-ups. As a consequence of this, the institution tends to be seen as a neutral actor in this war. However, the CEO Avi Hasson has been on record saying:

If Aichi were to move forward with its association with Israel, the conflict of interest born out of this partnership would make it harder to criticize the results obtained at the cost of the suffering of the Palestinian people. With a partner who holds such a murderous policy as a prerequisite, is it truly appropriate to be talking about developing a healthy start-up economy? Is the Aichi government willing to ignore the sacrifices its new technology is built upon?

Prosperity at the cost of Palestinian lives and suffering
The aforementioned Avi Hasson was originally the chief scientist of the Ministry of Economy of the State of Israel. Even if Mr. Avi Hasson was truly pursuing <the purely intellectual advancement of technology>, as it stands, Palestinian lives exist only to further technology. Murder and suffering for the sake of technology is neither the progress we want nor need. We, as residents of Aichi, and as fellow humans, do not want progress that stands on the sacrifice of the Palestinian people. Aichi associating itself with an illegal state that not only ignores the Palestinian plight but ignores the rules set upon them by the international court of justice makes us feel indignation beyond words and fear for our future.

This is not only Aichi's problem
As of now, Aichi might be the only prefecture that has publicly announced their partnership with Israel, but if this treaty works in favor of Aichi, the other prefectures may join in as well. This is an issue Japan must face as a whole. There is also the fact that Japan is importing drones from Israel. Life as a Japanese person cannot be separated from Israel's technology.

In conclusion
During the Aichi prefectural assembly on July the 3rd, congress voted unanimously in favor of a ceasefire resolution for Gaza. There are many people in Aichi who see Israel's actions and the gravity of the humanitarian crisis in Palestine and are hoping for an immediate ceasefire.

We urge Aichi to end its business association with Israel as soon as possible.

We insist that Aichi must cut ties with the Israel innovation authority and the SNC as soon as possible.
