まず、署名をはじめるきっかけとなったのは妹のまだ幼かった娘が性被害にあったからです。

習い事中の出来事でした。講師は不審者を認識していました。が、何の対策も行わなかったため結果として被害にあいました。監督不行き届きなのでは？と思い、様々なところに相談しましたが、不審者を認識していても犯行を予測できなかったと言われてしまえば、責任は問えないのが今の日本の現状と。

下された判決は初犯だからと、執行猶予３年懲役１年半。初犯とはなっていますが、この犯人は前日にも同様の犯行を行なっていたと刑事さんから聞きました。しかし、その方は被害届を出さないことにしたので、妹の娘の件が事実上の初犯となりました。

妹の娘は明るく優しく社交的な子でしたが、PTSDとなりその事件を境に５年程経った今も治療していても尚日常生活を送れずにいます。苦しくて苦しくて死にたいと口にすることもあり妹も苦しんでおり、少しでも力になれたら、と今回の署名活動を始めました。

◎法務省もしくは国会への要望
1.小児への犯罪（特に性犯罪）は、初犯などに関わらず厳罰化すべき。
→なぜなら、小児愛者は癖であり繰り返されると思うから。かつ、小児期は人格が形成される大事な時期であり、その間に受けた被害はその後の人生に大きく影響するため。
2.性犯罪にあった場合にもっと被害届を出しやすくする体制とする。
→現在では被害届を出すことでセカンドレイプのようで、被害届を出せずにいる人も多いと思うため。
3.性犯罪者は、アメリカなどのようにGPSをつけるなどしっかりと再犯防止に努めるべき。それが無理でもしっかりと更生プログラムを行うべき。保護観察署に問い合わせたところ、小学生の教科書と一緒で、一通りのことをやりますが、それをどのくらい理解していて再犯防止になるかは分からない、と言われたそうで、それが今の現状のようです。
4.加害者より、被害者を守るべき
→妹家族は加害者と同じ生活圏内でした。しかし、加害者が生活保護だったため、引っ越しはさせられないので、同じ生活圏が嫌なら被害者家族が引っ越してくださいと。妹は家を購入していたのと、こどものお友達もいたので、とても悩んでおり、そんなのおかしいと思いました。
　また、損害賠償も加害者が生活保護だった場合支払うお金がないから支払わなくてよい、といわれたそうで。
あまりにも、加害者を守り過ぎているなと思いました。

まだ幼かった妹の娘ですが「同じような怖い思いする子が減るように犯人には捕まってほしい」と勇気を出して被害届を出していました。
どうか、まだ成長段階の子どもたちを守るため、妹の娘の勇気を無駄にしないため、どうかどうか皆様のお力添えをお願いいたします。

署名は本名ではなくてニックネームでも大丈夫です。

現時点での法は昭和初期のものもまだまだ多く現代に添っていないと痛感しています。

She is in pain, and sometimes says that she wants to die, and her sister is also in pain.

◎ Requests to the Ministry of Justice or the Diet
1. Crime against children (especially sex crimes) should be punished severely regardless of whether it is the first offense.
→Because I think pedophilia is a habit and repeatable. In addition, childhood is an important period in which personality is formed, and the damage received during that period has a great impact on the rest of one's life.
2. Create a system that makes it easier to report damages in the event of a sexual crime.
→ Because I think that there are many people who have not filed a damage report because it seems like a second rape by filing a damage report.
3. Sex offenders should make efforts to prevent recidivism, such as attaching a GPS like in the United States. Even if it is impossible, you should do a proper rehabilitation program. When I inquired with the probation office, I was told that they would do the same things as textbooks for elementary school students, but they didn't know how much they understood and how they would prevent recidivism. 4. Victims should be protected rather than perpetrators
→ My sister's family was in the same living area as the perpetrator. However, since the perpetrator was on public assistance, he was not allowed to move. My sister had bought a house, and she had friends with children, so she was very worried and thought it was strange.
