台東区議会の松村智成議員はLGBTに関する誤った認識を改め、撤回・謝罪をしてください。
また、台東区教育委員会は「性自認や性的指向は、教育によって誘導することができない」と明確に表明してください。

 

 

 
９月２０日の台東区議会で自民党の松村智成議員から「偏向した教材や偏った指導があれば（児童を）同性愛に誘導しかねない」と議会の一般質問で発言がありました。
 
こうした発言は誤りであり、差別や偏見に基づく非科学的なものであり、是認することはできません。性的指向や性自認は、教育や教材によって「なる（ならない）」ものではありません。札幌地裁は「性的指向は意思によって変えることができないもの」と判示していますし、国会のLGBT理解増進法の審議過程においても公明党の委員の質問に対して政府参考人は「性的指向や性自認は本人の意思で選んだり変えたりすることができるものではな（い）」と答弁しています。こうしたことからも、松村議員の発言は政府の国会答弁とも矛盾します。
 
松村区議は１０月２日の区民文教委員会の中で、出席した委員からこうした発言の撤回や謝罪を繰り返し求められましたが、最後まで一切発言をしませんでした。こうした態度は、極めて不誠実であり、看過できません。自身が行った差別と偏見が少しでも広がらないよう、速やかな撤回と謝罪が必要です。
 
また、同委員会で教育指導課長は、鈴木委員や風澤委員からの「性的指向や性自認は教育で誘導され得るのか」との趣旨の質問に「性的指向についての誘導というのは考えていません」とズレた答弁をしています。自民党の松村議員に忖度しているのでしょうか。教育委員会は「性自認や性的指向は、教育によって誘導することができない」と明確に答弁すべきです。

 

 

 

 

よって、私たちは下記の１〜３を自民党松村智成議員に、４を教育委員会に求めます。
 

1. 「偏向した教材や偏った指導があれば（児童を）同性愛に誘導しかねない」との発言を撤回し謝罪してください
2. その他、非科学的、事実と異なると指摘されている点について撤回し、謝罪してください。
3. 「LGBT理解増進法」の趣旨にのっとり公人として正確な理解の増進に努めて下さい。
4. 教育委員会は明確に「性自認や性的指向は、教育によって誘導することができない」と表明してください。
    

以上、求めます。

Taito City Council Member Tomonari Matsumura needs to retract and apologize for his misperception about LGBTQ+.

We ask that Mr. Tomonari Matsumura, a member of the Taito City Council, please retract and apologize for his misrecognition of LGBT issues.

Also, we ask the Taito City Board of Education to state clearly that “gender identity and sexual orientation cannot be induced through education.”

At the Taito Ward Assembly on September 20th, Liberal Democratic Party lawmaker Tomonari Matsumura said during a general question in the assembly that “biased teaching materials and biased instruction could lead (children) to homosexuality.”

Such statements are erroneous, discriminatory and prejudiced, unscientific, and cannot be endorsed. Sexual orientation and gender identity do not “become (or not become)” through education or educational materials. The Sapporo District Court ruled that “sexual orientation cannot be changed by will.” During the deliberation process of the Law for the Promotion of LGBT Understanding in the Diet, a government witness responded to a question from a member of the New Komeito Party that “sexual orientation and gender identity cannot be chosen or changed by the will of the individual.” In light of this, Mr. Matsumura's statement is inconsistent with the government's answer to the Diet.

During the October 2 meeting of the Ward Citizens' Education Committee, Mr. Matsumura was repeatedly asked by the committee members in attendance to retract or apologize for these remarks, but he refused to make any statement until the very end. His attitude is extremely dishonest and cannot be tolerated. He must retract his comments and apologize promptly so that the discrimination and prejudice he has caused will not spread even a little.

 

At the same committee meeting, when Suzuki and Kazazawa asked, “Can sexual orientation and gender identity be guided in education?” The Director of the Educational Guidance Division answered ambiguously, “I don’t not consider guidance regarding sexual orientation.” Is he pandering to Liberal Democratic Party member Matsumura? The Board of Education should clearly answer that “gender identity and sexual orientation cannot be induced through education.”

Therefore, we request the following 1-3 from Mr. Tomonari Matsumura, a member of the LDP, and 4 from the Board of Education.

Retract and apologize for your statement that "biased teaching materials and biased instruction could lead (children) to homosexuality."
Retract and apologize for any other points that have been pointed out as unscientific or untrue.
In accordance with the "Law for the Promotion of LGBT Understanding," as a public official, make efforts to promote accurate understanding of LGBT people.
The Board of Education should clearly state that "gender identity and sexual orientation cannot be induced through education.
