さて、昨日の更新の後、まさかこんなにも早く皆様に連絡することになるとは思いませんでした。しかし、昨日の午後に驚くべきニュースが発表されました。それは、東京都がパブリックビューイングのライブサイトを中止する準備を進めているという報道でした。代わりにその場所は、警察官や消防士向けのワクチン予防接種会場として使われることになっています。

その直後、金曜日に私が要望書を提出させて頂いた東京都議会議員の龍円あいり様から、最新情報が届きました。彼女は土曜日に行われたオンライン対談にて小池都知事と会談し、パブリックビューイングのためのライブサイト建設についての懸念を彼女が実施したアンケート結果も含めて、伝えていました。月曜日に小池知事が決断し、それに基づき現在は関係部署がこの指示を実行に移しているようです。

まず、この問題を小池知事に提起された龍円議員に感謝したいと思います。そして、金曜日に龍円議員とお会いしてお話できたことをとても嬉しく思うと共に、ライブサイトプロジェクトに関する国民の懸念を真摯に理解して伝えてくださったことに感謝しています。

また、小池知事がこの問題に個人的な関心を寄せ、ご自身で決断されたことを大変うれしく思っています。

まだ報道されていないので、詳細は不明な点が多いです。ライブビューイング施設はまだ建設されるようですし、感染者数が少なければパラリンピックでもライブビューイングが行われるかもしれません。

正直なところ、代々木公園を利用した予防接種は最適とは思えません。警察官や消防士が予防接種を受けられる場所は他にもたくさんあるはずです（近くにある「代々木公園イベント広場」というイベント用に舗装されたスペースも含めて）。そのような中で、わざわざそのための施設を作る必要はないのではないでしょうか。

私は、ライブ会場施設の建設を進めることで、公園の生態系に負荷がかかり、10月までの間、公園を常日頃から利用する都民に迷惑がかかることを懸念しています。オリンピックのライブビューイングのために大勢の人が集まることによる感染拡大の懸念が無くなるのはとてもうれしいのですが、建設計画自体が変更されないのは残念です。また、代々木公園以外のパブリックビューイングサイト開催予定は続行されています。以上のことから、全体的には複雑な心境です。

今後、代々木公園のライブサイト施設がどのように作られ、どのように使われていくのか、私たち一般市民が注視していくことが重要だと思います。 「代々木のパブリックビューイングが中止になったから、これで終わりだ」と思い安心するのは、時期尚早かと思います。英語では昔から「The devil is in the details（悪魔は細部に宿る）」と言うことからも、常に注意を払っていかなければなりません。

一方で、私達の声が部分的だとしても影響を与えられることを証明したとも思います。皆さんも、この件についても他のことについても疑問や懸念を抱くことがありましたら、声を上げ続けて頂ければと思います。

Well, after yesterday’s update I didn’t think that I would be contacting you again so soon. But then this afternoon a surprising news item appeared, saying that the Tokyo Metropolitan Government was in the final stages of preparing to cancel the public viewing live site. The location instead will be used for vaccinations for police and fire fighters.

Soon after appeared an update from Tokyo Assembly Member Airi Ryuen, who I had delivered a statement to on Friday. She had spoken with Tokyo Governor Koike at an event on Saturday, and shared with her constituents’ concerns about the public viewing live site, including the results of a survey she conducted. Apparently, Governor Koike made the decision herself on Monday, and the related departments are currently working to implement this top-down directive.

First of all, I want to thank Assembly Member Ryuen for her efforts to bring this issue to the attention of Governor Koike. I very much enjoyed meeting and speaking with her on Friday, and appreciated her sincere understanding of the public’s concerns regarding the live site project.

I am also very glad that Governor Koike gave this matter her personal attention, and decided to make a decision about it herself.

News reports are still coming out, so there are many details that are still unclear. It appears that the live viewing facilities are still going to be built, and if infection numbers are low enough, live viewing may be held for the Paralympics.

To be honest, the middle of Yoyogi Park doesn’t seem like an optimal location for giving vaccinations, and surely there are many other possible locations where the police and firefighters could get their shots (including the nearby Yoyogi Park Event Plaza, a large paved space especially designed for events. It doesn’t seem necessary to build something especially for this purpose.

I am concerned that moving ahead with construction of the live site facilities will put a burden on the park’s ecology, and also will inconvenience park users all the way through until October. So although I am very glad that the potentially dangerous gathering of large numbers of people for Olympics live viewing is not going forward, I’m disappointed that construction plans have not been changed. Also the other public viewing sites are going forward. Thus overall I have mixed feelings.

It will be important for us as members of the public to continue to monitor how building and usage of the space at Yoyogi Park continue from here forward.  I don’t think it’s appropriate for us to think “oh, the public viewing at Yoyogi is cancelled, so we can just say we are finished and relax.” As the old saying goes, “the devil is in the details”, so we need to keep paying attention.

At the same time, I do think we can take this as encouragement that our voices have an impact, even if partial. I encourage everyone to continue to raise your voices about the things you care about.
