私の研究に関連する一時保護所の看護師配置に賛同し、オンライン署名にご協力いただき誠にありがとうございました。

皆さまのご支援により、一時保護所の看護師配置に関する国の最新の情報を共有できる運びとなりました。

最近、子ども家庭庁支援局虐待防止対策課より「令和4年改正児童福祉法に基づく  検討状況等」の資料が公表されました。この中で、一時保護所の設備配置基準に  「看護師」の配置が明記されました。具体的には、看護師の配置は常勤専従である  よう制度設計されており、内閣府の府令施行は令和6年4月1日ですが、各自治体の状況を考慮し、配置に2年間の猶予期間を設けています。そのため、令和9年4月1日 までに全国の一時保護所に看護師が配置される予定です。

さらに、この配置基準は内閣府令により、令和6年4月1日から一年以内に条例制定が  求められており、各自治体は一時保護所に看護師を配置することを条例にも盛り込む  ことになります。

皆さまの熱心な支援により、ある政令指定都市では児童相談所一時保護所看護師の賃金に関する 次年度予算の準備が進んでいます。

内閣府による一時保護所への看護師配置決定は、児童福祉法における看護師の規定がない中、大変心強く思います。これも皆さまのご支援の賜物です。

心から感謝申し上げます。

しかし内閣府の今回の看護師配置は1名を想定しており、これは現実的ではありません。一時保護所には健康問題を抱えた子どもたちが大勢おり、現状は1名体制で看護師が対応しているのが実態です。

一時保護所の看護師配置数は1施設あたり2名以上は必要です。

今後も一時保護所の看護の研究の先駆者として引き続き研究を進め、皆さまと情報を  共有していく所存です。令和４年改正児童福祉法に基づく 検討状況等についてまた、参考までに「令和4年改正児童福祉法に基づく検討状況等」  の資料を添付いたします。資料を通じて、一時保護所の看護師配置に関する国の方針を  より深く理解していただければと思います。

I am truly grateful for your support and for endorsing the online petition concerning the staffing of nurses in temporary protection facilities, a subject closely related to my research.

Your support has facilitated the sharing of the latest national information regarding the staffing of nurses in temporary protection facilities.

Recently, the Child and Family Bureau's Abuse Prevention Division published a document titled "Considerations based on the Revised Child Welfare Law of 2023". This document explicitly states that nurse staffing is to be included in the facility standards for temporary protection facilities. Specifically, the nurse staffing is designed to be full-time and dedicated. Although the Cabinet Office's ordinance is set to be enforced from April 1, 2026, each municipality has been given a two-year grace period to consider local conditions. Therefore, it is expected that by April 1, 2029, nurses will be staffed in temporary protection facilities nationwide.

Furthermore, this staffing standard, according to the Cabinet Office's ordinance, requires the establishment of municipal ordinances within one year from April 1, 2026. Hence, each municipality will include the staffing of nurses in their ordinances for temporary protection facilities.

Thanks to your passionate support, preparations for the next fiscal year's budget related to the salaries of nurses in temporary protection facilities are progressing in certain designated cities.

The Cabinet Office's decision to staff nurses in temporary protection facilities, despite the absence of any specific provisions for nurses in the Child Welfare Law, is very reassuring. This too is a testament to your support.

I express my deepest gratitude.

However, the Cabinet Office's current policy for nurse staffing assumes only one nurse per facility, which is not realistic. Many children in temporary protection facilities have health issues, and the reality is that they are currently being attended to by only one nurse. At least two nurses per facility are necessary for adequate care.

As a pioneer in the research of nursing in temporary protection facilities, I am committed to continuing my research and sharing information with you. For further reference, I have attached the document "Considerations based on the Revised Child Welfare Law of 2023". I hope this document helps you gain a deeper understanding of the national policy on nurse staffing in temporary protection facilities.
