(English is below)

https://www.call4.jp/info.php?type=items&id=I0000171#case_tab

Appeal for Mark Gordon

Mark Gordon is a US citizen who has lived in Japan for more than 26 years.

In 2013 he left Japan temporarily to receive surgical treatment for a hernia in the US. However there were continuing complications after the surgery which required further treatment over a number of years and when he was finally able to come back to Japan he had surpassed the time limit of his re-entry permit.

As a result he was denied entry into Japan and when he refused to return to the US he was stripped of all residence status and detained in immigration detention facilities for over two and a half years.

Since being released in 2021 Mark has been surviving on Provisional Release (karihomen) which prevents him from working, receiving health insurance (and as a result blocking his access to much necessary medical treatment)  and limiting his freedom of movement.

He is also unable to return to the US due to severe circumstances of racism.

We are demanding to the Japanese immigration authorities to approve his application for Special Permission to Stay.

Permanent Residence
Mark was previously a permanent residence holder. He has never breached the conditions of permanent residence, merely overstayed his reentry permit date due to medical treatment. He has built his whole life in Japan. He had his own business, family, house and established living but immigration took all of this away from him. Mark worked hard to establish his career and livelihood in Japan and contribute to society in many different ways, including finacially and culturally.

Victim of Immigration Violence
During his detention Mark was submitted to brutal violence from the immigration officers and was then subject to medical neglect after suffering a respiatory attack as a result of the violence. Evidence of the attack he sustained is in the public domain and Mark still endures the physical and mental pain from the brutality he received. - The force by which he was handled by the officers and the pain and fear he felt at the time are undeniable yet his court case against the immigration has been rejected, preventing any form of justice. https://www.call4.jp/info.php?type=items&id=I0000171#case_tab

Medical Grounds
Mark currently suffers from a long list of medical conditions including asthma, diabetes, high blood pressure, depression, trauma (for which he has been issued a disability certificate) and has chronic pain in his back and upper joints as a result of the violence he was victim to during immigration detention.
Furthermore, after recent tests a tumour has been found in his gallbladder and has been observed to increase in size, causing serious concern that it may be cancerous. This demands swift surgery in the form of a biopsy, to conclude the condition of the tumour. As Mark is unable to join insurance under the conditions of karihomen the hospital has informed him the surgery will cost 3 million yen.

Supporting Others
Mark's partner is a single mother, also on karihomen, who is caring for her child who has disabilities.Over the past few months (since the child was returned to her mother from institutional care) Mark has been doing all he can to support the child as well, including accompanying the child to school and back each day, and supporting hospital and local authority visits. He has become a father figure to the child and cares very deeply for their welfare. In addition Mark is always supporting other foreigners and refugees around him. He is always ready to share information to help newcomers and those facing difficulty in trying to survive the system in Japan. He is also meticulous in following up on people's mental health, knowing the importance of there being a reliable person to talk to any time.

Mark is a dear friend and family member to many and we cannot stand back and watch as the immigration authorities attempt to sabotage his health and push him out from the country which has been his home for decades. Please take a stand with us and sign this petition in support of his Special Permission to Stay.
