「コツメカワウソ交流型・保全型テーマパーク」の全国展開プロジェクトに対し、中止を強く求めます。

日本全国でのテーマパークの展開は、コツメカワウソの保護と生態系の維持に深刻な影響を及ぼす可能性があります。多くの研究が示すように、野生動物の飼育や観光資源としての利用は動物のストレスや健康に悪影響を与えることがあります。

このような施設が全国に広がることは、コツメカワウソにとって望ましくない環境を増加させ、野生での繁殖や正常な行動を妨げる要因となるでしょう。

コツメカワウソはIUCNレッドリストで「危急種（VU）」に指定されている絶滅危惧種です。ワシントン条約附属書I種として商業目的の国際取引は原則禁止されており、日本でも国際希少野生動植物種に指定されています。

株式会社MAI-KO（代表：長安良明氏）は、全国の自治体・事業者に対し、コツメカワウソとのふれあい体験を主軸とした「交流型・保全型テーマパーク」の運営モデルを提案し、コツメカワウソの提供・飼育指導・繁殖支援を行おうとしています。

同代表は、東京都池袋でカワウソカフェ「コツメイト」を運営し、コツメカワウソの生体販売も行っており、顧客誘導の可能性が高いと考えられます。

また、このカフェの劣悪な環境などの問題点や、カワウソの入手先についての疑わしさは、2019年のNYタイムズでも記事になっています。

このプロジェクトは「種の保全」を謳っていますが、実際には以下のような深刻な問題を抱えています。

• コツメカワウソは野生動物で、犬猫のように完全に人に馴れることは困難で、ストレスで強く噛みつき大ケガを負わせる可能性があります。運動量は犬以上、毎日広い水辺での複数回游泳が必要で、鳴き声も非常に大きく、商業施設や一般家庭で適切な環境を整えるのは極めて困難です。 
• すでにカフェやペットとして飼育されている個体では、肥満・腎臓病（結石）での早死にや、「懐かず噛みつかれるから」という理由で飼い主による虐待事件（2022年書類送検事例）などが発生しています。 
• 動物園・水族館のような専門施設ですら、原因不明の死亡や管理不足（温度や衛生面などの環境管理や長距離輸送中の体調悪化など）による事故死が頻発しているのに、商業優先のテーマパークで動物福祉が守られるとは考えられません。 
• 国内繁殖個体は登録により販売可能ですが、プロジェクトによる人気・需要の高まりは、登録個体の頭数不足を招き、過去のように東南アジアからの密輸・密猟・違法取引を助長します（赤ちゃんカワウソを箱詰め輸送して死亡させる事例多数）。これが野生個体数のさらなる減少を加速させます。 
• ブームが冷めれば、施設閉鎖や飼育放棄による遺棄・脱走が増え、アライグマのペットブームと同じく外来種被害・害獣駆除という取り返しのつかない社会問題を引き起こします。

「保全」を名目にした商業利用は、動物を苦しめ、種の絶滅を早めるだけです。

人間に最も身近である犬猫ですら、劣悪かつ悪徳なペットショップやブリーダー等での虐待が問題視されて福祉が全く行き届いていない中、飼育困難な絶滅危惧種を商売道具にすべきではありません。

企業（カワウソカフェ及びペットショップ）から施設へ提供され、さらに生体販売で一般人に広がると、知識のない人から知識のない人へ個体が渡り、不適切飼育が連鎖的に増えて、数多くのカワウソたちを苦しめてしまう事になるでしょう。

私たちは、株式会社MAI-KOに対し、この全国展開プロジェクトの中止を強く求めます。

また、関係自治体・事業者に対し、同プロジェクトへの参加を見送ることを要請します。

動物の命と尊厳を守り、真の保全につながる選択を一緒に求めましょう。

【English translation】

Proposed English TitleDemand the Cancellation of MAI-KO Co., Ltd.'s Nationwide "Asian Small-Clawed Otter Interactive and Conservation Theme Park" ProjectEnglish Description (Petition Text)The Asian small-clawed otter is classified as Vulnerable (VU) on the IUCN Red List, making it an endangered species. It is listed in Appendix I of the CITES (Washington Convention), which generally prohibits commercial international trade, and is designated as a rare international wildlife species in Japan.

MAI-KO Co., Ltd. (Representative: Yoshiaki Nagayasu) is proposing an "interactive and conservation-type theme park" model centered on interactions with Asian small-clawed otters to local governments and businesses nationwide. The company plans to provide otters, offer breeding guidance, and support reproduction. 

The same representative operates the otter café "Kotsumate" in Ikebukuro, Tokyo, and sells live Asian small-clawed otters, raising concerns about customer funneling for commercial gain.

Furthermore, the cafe's poor conditions and questionable sources of otters were also reported in the New York Times in 2019.

While the project claims to promote "species conservation," it poses the following serious issues:Asian small-clawed otters are wild animals that do not fully tame like dogs or cats.

• They can inflict severe bites and injuries when stressed. They require more exercise than dogs, need to swim multiple times daily in large water areas, and have extremely loud vocalizations, making it nearly impossible to provide proper environments in commercial facilities or private homes.
• Otters kept in cafés or as pets already suffer from obesity, kidney diseases (e.g., stones) leading to premature death, and even abuse cases (e.g., a 2022 criminal indictment of an owner who cited "biting due to lack of taming" as justification).
• Even professional facilities like zoos and aquariums frequently experience unexplained deaths or accidents due to inadequate management (e.g., temperature control, hygiene, or stress from long-distance transport). Animal welfare cannot be expected in profit-driven theme parks.
• Although domestically bred and registered individuals can be sold in Japan, increased popularity and demand from this project will likely exceed the supply of registered otters, encouraging smuggling and poaching from Southeast Asia (numerous cases of baby otters dying from stress during cramped transport in boxes). This will accelerate the decline of wild populations.
• If the boom fades, facility closures or abandonment will lead to increased escapes and releases, resulting in irreversible social issues like invasive species damage and culling—as seen with the past raccoon pet boom.

Commercial exploitation under the guise of "conservation" will only cause suffering to the animals and hasten the species' extinction.

Even for dogs and cats—animals closest to humans—abuse in unethical pet shops and breeders remains a serious problem, with welfare far from adequate. We should not turn a highly challenging endangered wild species into a commercial tool.

As otters spread from businesses (otter cafés and pet shops) to facilities and then to the general public via live sales, individuals will pass from uninformed owners to more uninformed owners, creating a chain of improper keeping that will cause immense suffering to many otters.

We strongly demand that MAI-KO Co., Ltd. cancel this nationwide project.

We also urge relevant local governments and businesses to refrain from participating in this project.Let us together protect the lives and dignity of animals and choose paths that lead to true conservation.
