日本のアーティスト・イン・レジデンスプログラム（＊）の草分けとして 茨城県守谷市で行っているアーカスプロジェクト（ARCUS Project）は、1994年度に取り組みが始まり32年に亘り、活動を続けてきました。国内外から高い評価を得ており、社会教育施設「もりや学びの里」を拠点にしています。その拠点となるアーカススタジオは3つのスタジオとオフィスです。『アーティスト・イン・レジデンスプログラム』では、国際的に活動する現代アートの分野の芸術家（アーティスト）を招き、滞在制作の支援とアーティストの育成に取り組んでいます。アートと地域を繋ぐことで、地域の人々が主体となって芸術文化活動に関われる環境づくりや、地域の活性化を促しています。

＊アーティスト・イン・レジデンス（AIR）とは

アーティストをある場所に一定期間招き、創作活動に集中する時間と場所を提供する仕組み。国境を越えて移動し、異なる文化や環境に身を置くことは、アーティストに新たなアイディアをもたらす。アーカスプロジェクトは現代アートの分野では国内で最も歴史のあるAIR運営団体。
毎年多彩なアーティストが選定され、90日間アーカススタジオを拠点にそれぞれが調査・研究を行いオープンスタジオで滞在制作の成果を発表するという取り組みを続けてきました。オフィスには長い歴史を物語る記録が壁いっぱいの本棚に保存され、アーカイブとして公開されています。

 

アーカスが高野小学校の空き教室に移転？

アーカススタジオが移転することを、昨年のオープンスタジオの時に初めて知りました。

そして2026年度のアーティスト・イン・レジデンスの公募情報では、高野小へ移転することが明記されています。

移転計画についての質問への守谷市からの回答

「アーカスプロジェクトのさらなる発展と市内での認知度向上には、新たな環境での展開がより効果的であると判断し」、「未来を担う子どもたちの貴重な教育資源とし、特色ある学校づくりにつなげたいと考えています」と述べたうえで、「そのためには、新たな拠点への移転が最善であるとの結論に至り、その上で、活動効果の最大化と市民の皆様への浸透を考慮した結果、守谷市立高野小学校の余裕教室を新たな拠点と決定しました」

疑問点

1. 現代美術の分野において国際的に評価が高いアーカスプロジェクトの基盤となる拠点維持について、行政の独断で決められるものなのでしょうか？
2. アーカスプロジェクトはこれまで市内の複数の小学校でのワークショップや、アーカススタジオでの子ども向けのイベントなどを実施してきました。しかし、それが特定の学校の「特色ある学校づくり」のためだけに活用されるというのは「活動効果の最大化」と言えるでしょうか？
3. 「もりや学びの里」にあるアーカススタジオでこれまで連綿と紡がれてきたアーカスプロジェクトの歴史を唐突に打ち切って市内の小学校の空き教室に移転することはアーカスプロジェクトの発展と市内での認知度向上に効果的であると言えるのでしょうか？
4. アーカスプロジェクトのさらなる発展と市内での認知度向上のためには新たな環境での展開がより効果的であると言い切れるでしょうか？

• 高野小学校にスタジオを移転させることで、32年に亘って守谷市に拠点があるアーカスプロジェクトに向けられる国内外からの視線についての市の考えを含め、ARCUSスタジオ移転となった経緯を市民に公表してください。

Urging Moriya City to Provide a Clear Public Explanation of the ARCUS Project Relocation

The Issue

Moriya City has decided—without sufficient explanation or public consultation—to relocate ARCUS Project, Japan’s longest-running artist-in-residence program, by August 2026.

The proposed relocation site is on the grounds of an active elementary school in a rural area of Moriya City, where access is limited. This decision has been made unilaterally, without clearly communicating the reasons to citizens and local communities.

Given ARCUS Project’s strong international reputation, a decision affecting a cultural program of this significance must not be made without transparency, accountability, and open public discussion.

We are citizens of Moriya City and members of ARCUS Supporters, and we believe it is urgent to raise our voices. We have long enjoyed ARCUS events and interactions with artists—they have become an integral part of our everyday lives.

Why This Matters

Founded in 1994 and organized by the Ibaraki Prefectural Government and Moriya City, ARCUS Project is widely recognized—both in Japan and internationally—as a pioneering artist-in-residence program. Over the years, it has invited numerous artists to Moriya, supporting their creative practices and professional development.

In 2025, ARCUS Project was ranked among the top 10 artist-in-residence programs in the world. For over 30 years, ARCUS has been based at “Moriya Manabi no Sato,” a community center that has become its home. It is not just a physical location, but an inspiring place where people can engage closely with contemporary art and artistic practices.

1. Lack of Justification for the Relocation

Moriya City claims that the relocation will “enhance visibility” and “serve as an educational resource.” However, these claims have not been clearly explained. 

What concrete improvements will the relocation bring?

2. Questionable Public Benefit

ARCUS Project has already built strong relationships with local schools and communities through workshops and public programs.

Limiting its activities to a single school (Koya Elementary School) raises important questions:

Does this truly “maximize” its impact across the city?
Does it risk narrowing access rather than expanding it? 

3. Unclear Benefits for ARCUS Project

Relocating ARCUS from its long-established base at “Moriya Manabi no Sato” to vacant classrooms in a local elementary school would abruptly interrupt over 30 years of its history.

It is difficult to see how such a move would contribute to the project’s development or improve its visibility within the city. Furthermore, the specific “development” expected as a result of this relocation has not been clearly explained.

Our Requests

In the spirit of constructive dialogue, we respectfully ask Moriya City to:

Clearly explain the reasons and the administrative basis for requiring the relocation of ARCUS Project. Does Moriya City have the authority to make this decision? (ARCUS Project is organized by Ibaraki Prefecture, Moriya City, and the Ibaraki International Association, and is not operated solely by Moriya City.)　

Provide a clear public explanation of the relocation to all stakeholders and the wider community of “Moriya Manabi no Sato.” 

ARCUS Project is a local initiative and at the same time, a cultural platform of international significance, built through decades of dedication. We urge Moriya City to listen to its community, respect this legacy, and make decisions through transparent and democratic processes.
