先住民族アイヌに対するヘイトスピーチが止みません。たとえば「日本会議」などが札幌市の繁華街「チカホ」で繰り返すパネル展は、アイヌ民族の先住性を否定したり、かつての日本のアイヌ同化政策（差別して和式への転換を強要する政策）を賞賛したり……。
私たちはこの署名活動を通じて、札幌市に対し、公共空間でこれ以上の「アイヌ民族ヘイト」を許さない対策を求めます。
「先住民族の権利に関する国連宣言」の採択など、日本を含む国際社会がようやく先住民族たちの声を聞き、諸権利回復に向き合い出しているなか、まるでそれをあざ笑って踏みにじるようなヘイトスピーチに、アイヌ民族はもとより、和解と権利回復を望む非先住民族の市民たちも、深く傷ついています。
上記のヘイトパネル展は「アイヌの史実を学ぼう！」と題され、いっけん学術的な装いですが、内容の多くがフェイクであると批判を受けています。
また昨年12月、日本人類学会・日本考古学協会・日本文化人類学会は共同声明を発出し、次のように述べています。「過去150年ほどの間に蓄積されてきた自然人類学、文化人類学、考古学、さらに歴史学や言語学などの研究成果は、アイヌ民族が独自の文化・社会をもった先住民族であることを明らかにしてきました。しかし、近年、これらの研究成果を誤解あるいは曲解して、あたかもアイヌ民族の先住性を否定する学術的根拠があるかのように訴える、ヘイト（不当な差別的言動）とも受け取れる内容のものがみられます。日本列島の人と文化のルーツや実態の解明に貢献してきた学協会として、これらを看過することはできません」
こうした研究機関との協働などによって、札幌市は、ヘイトスピーチを未然に防ぎ、「差別や偏見がなく、誰もが互いにその個性を尊重され能力を発揮できる、多様性と包摂性が強みとなる」社会（札幌市誰もがつながり合う共生のまちづくり条例）を実現できるはずです。

Call on the City of Sapporo to Stop Hate Speech Against the Indigenous Ainu

We call on the City of Sapporo to take immediate action to stop hate speech against the Indigenous Ainu people in public spaces. 

Public spaces in Sapporo are currently being used to spread hate speech and misinformation targeting the Indigenous Ainu people. Displays that deny Ainu Indigenous identity and praise past assimilation policies are deeply harmful to the Ainu communities and to all whom believe in equality and human dignity. We call on the City of Sapporo to ensure that public spaces are not used to spread discrimination.

In recent decades, the international community, including Japan, has begun to recognize the voices and rights of Indigenous peoples. The adoption of the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) marked an important step in this process. Yet the hate speech seen in these exhibitions appears to mock and undermine these global efforts. 

These panel exhibitions are presented under the title “Let’s Learn the Historical Facts about the Ainu!” and appear, at first glance, to be educational. However, many scholars and experts have criticized their content as containing misinformation.

In December 2025, three major academic societies—the Anthropological Society of Nippon, the Japanese Archaeological Association, and the Japanese Society of Cultural Anthropology—issued a joint statement explaining:

“Research accumulated over the past 150 years in physical anthropology, cultural anthropology, archaeology, as well as history and linguistics has clearly demonstrated that the Ainu are an Indigenous people with their own distinct culture and society. In recent years, however, there have been claims that misinterpret or distort this body of research to suggest that there is academic evidence denying the Indigenous status of the Ainu. These claims can be understood as hate speech—unjust discriminatory expression. As academic societies that have contributed to understanding the origins and realities of the peoples and cultures of the Japanese archipelago, we cannot overlook this situation.”

Through collaboration with academic institutions and experts, the City of Sapporo can take proactive steps to prevent hate speech and ensure that public spaces are not used to spread discrimination. These efforts would advance a society where diversity is valued and every individual is respected. Such a vision is already embedded in Sapporo’s ordinance promoting an inclusive community where all people can live together.
