栃木県那須塩原市折戸地区に北関東最大級の『管理型産業廃棄物最終処分場』の

建設が計画されています。

那須塩原市を中心に広がる「那須野が原」は、蛇尾川、箒川、熊川、那珂川

など複数の河川によって形作られた4万haの広さを持つ日本最大級の複合

扇状地。地下には地下水脈(見えない水のネットワーク)があり、私たちの暮らしや農業、

自然環境を支えてくれています。

しかし、その河川のひとつ「蛇尾川」上流の川沿いで、管理型産業廃棄物最終処分場の

建設が計画されており、私たちの生活を支えてくれている豊かな水環境への影響が懸念されています。

那須塩原市内には、現在栃木県内で稼働中の約7割の産廃処分場が集中しており、

過去に埋め立てが終わった処分場が200以上あります。

『私たちの地域は、すでに限界を超えています』

この切実な声を『設置許可を行う栃木県』や『事業者』に届けるため、

署名へのご協力をお願い致します。

扇状地にある川の上流という地理的特徴がさらに危険要因を倍増させます。

水は、急速に地下へと浸透し地下水脈に流れ込みます。

扇状地の川は「天井川」と言い蛇尾川の水は、地下を流れ下流の大田原市内で地上

に出てきます。地下水は、農業や生活用水、川の水は、水道水に使用されていま

す。

現段階の計画では、埋立地に屋根がありません。

線状降水帯等で大雨が降り浸出水が溢れれば、簡単に地下水脈、蛇尾川に流れ込み

あっという間に水環境、自然環境が破壊されます。

蛇尾川は、箒川に合流。箒川は、那珂川に合流。那珂川は太平洋に繋がります。

『1度の大雨で地下水、多くの河川、海が汚染されてしまう危険が

ある管理型産業廃棄物最終処分場建設の白紙撤回を求めます』

(1)水銀含有ばいじん等を含む燃え殻。

(2)水銀使用製品産業廃棄物及び水銀含有ばいじんを含む汚泥。

(3)タールピッチ類廃油。

(4)アスベスト含有産業廃棄物及び

水銀使用製品産業廃棄物を含む廃プラスチック類。

(5)紙くず。

(6)木くず。

(7)繊維くず。

(8)動植物性残さ。

(9)ゴムくず。

(10)水銀使用製品産業廃棄物を含む金属くず。

(11)アスベスト含有産業廃棄物及び水銀使用製品産業廃棄物を含む

ガラスくず、コンクリートくず及び陶磁器くず。

(12)水銀含有ばいじん等を含む鉱さい。

(13)アスベスト含有産業廃棄物を含むがれき類。

(14)水銀含有ばいじん等を含むばいじん。

(15)政令第2条第13号廃棄物。

(16)特定有害廃アスベスト等。

各方面への影響

(1)水環境ー浸出水による汚染。

(2)自然環境破壊ー広大な森林伐採による生態系破壊、野生動物環境の悪化。

(3)生活環境の悪化ー廃棄物運搬車両の極端な増加による、事故リスク。

騒音、振動、排ガスリスク。特に子供達の通学路の安全性が損なわれます。

(4)地域経済への影響ー観光や農業に対する風評被害、地域ブランドの

イメージ低下が懸念され地域の発展に悪影響を与える可能性があります。

那須野が原の水源を守り、未来に引き継いでいくために

Stop the Nasushiobara Toxic Waste Landfill: Protect Our Water

A plan to build one of northern Kanto's largest industrial waste landfills in the Orito district

of Nasushiobara City, Tochigi Prefecture means that a single heavy rainstorm could poison

the drinking water of tens of thousands of people. The new landfill would hold

mercury-contaminated ash, sludge and metal, asbestos-containing debris and plastics, and

other industrial waste. And under the current plan, it will have no roof.

Why this location is so dangerous

Nasunogahara, the plain surrounding Nasushiobara, is one of Japan's largest alluvial fans:

40,000 hectares of land built up by the Sabi, Hoki, Kuma and Naka rivers. On an alluvial fan,

water doesn't stay on the surface. It sinks quickly into the ground and feeds the

groundwater below.

The landfill site sits on the upper reaches of the Sabi River. The Sabi's water flows

underground and resurfaces downstream in Otawara City, where groundwater is used for

farming and household needs and river water supplies local taps.

With Japan's increasingly frequent torrential rains, an uncovered landfill is an accident

waiting to happen. If contaminated runoff overflows, it will flow straight into the

groundwater and the Sabi River, then into the Hoki River, the Naka River, and finally the

Pacific Ocean.

This community has already done its share

Nasushiobara City already hosts 64% of all the final disposal sites in Tochigi Prefecture. One

city should not carry the waste of an entire region.

What's at stake

Water: contamination of groundwater, rivers and the sea by toxic runoff.

Nature: large-scale forest clearing that will destroy ecosystems and wildlife habitat.

Daily life: a surge in waste trucks bringing noise, vibration, exhaust and accident risk,

including on children's routes to school.

The local economy: our local area relies on our environment. This could cause lasting

damage to the reputation of the area's tourism, agriculture and regional brand.We are calling for the complete withdrawal of this landfill plan.

伊藤 環署名発信者2026年の初夏に、本計画がすでに進行中であることを知りました。ほとんどの市民が知らないうちに計画が進行し、さらに予定地が川岸であることに驚き、まずは 周りの人たちに知ってもらう活動を始めました。 那須塩原市役所のサーキュラーエコノミー課の方々に「産業廃棄物出前講座」をお願いしたりすることから初めて、チラシの配布、紙媒体の署名活動、要望書依頼等 #Save The Naka River System(那珂川流域保全) の名で行っております。
