あらかわ遊園のスカイサイクルに車椅子ユーザも乗車許可をもらえるよう、どうかお力を貸してください。

娘が乗車寸前で乗車拒否をされたため、運営している荒川区の担当者に確認したところ、あらかわ遊園にあるスカイサイクルでは、現在、自立歩行ができない人は乗車を許可していないとのことでした。

スカイサイクルは、座ってボタンを押せば動き、3歳児でも乗車が許可されており、ゆっくりと動く、歩けなくても座位を保てて乗降のサポートがあれば安全に乗ることができる乗り物です。
他の遊園地で同じような乗り物で乗車拒否されたことはありません。

スカイサイクルに乗ることを許可してほしい理由は3つあります。

1つ目の理由は、スカイサイクルは座位が保てて、乗降の介助があれば安全な乗り物だからです。車椅子ユーザを一律に禁止するのではなく、せめて、一律の粗雑な線引きをするのではなく、「椅子に一人で一時間以上安定して座ることができ、また、乗降をサポートする介助者が一緒に乗車する」ことができる人は乗車OKというルールにしていただきたいです。

2つ目の理由は、安全かどうかは本人と保護者が判断できますし、自主的に乗車した場合になにかあったら自己責任だと思っているためです。
世の中にはいろんな遊具や乗り物がありますが、本人や保護者が安全と分かっているものにしか乗りません。怪我をして困るのはなによりも本人や保護者です。命がかかわるような乗り物ならなおさらです。

例えば公園にあるブランコは不安定で落ちる可能性があるので乗りませんし、もし乗って怪我をしてしまったとしても公園に誰でも乗れるブランコを設置した公園運営者を責めたりしません。

3つ目の理由は、安全かどうか運営者側がよくわからないという理由で乗車拒否をすることは、車椅子ユーザの権利を侵害していますし配慮を欠いていると思っているためです。

例えば、「メガネやコンタクトをしている人は、外れたら危ないのでほとんどのアトラクションに乗車してはいけない」と言われたらどうでしょう？「そんな無茶なルール改定すべき」だと大半の方は思うのではないでしょうか。
車遊園地で自分だけ納得いかない理由で乗車拒否される子どもたちの気持ちを考えたら、しょうがないで済ましてはいけないと思うのです。
車椅子ユーザはまだまだ少数派なのでなかなか気持ちを分かってもらえないことが多く、明らかに大丈夫なのに、「なんか安全じゃなさそう。なにかあったら困る」という理由で禁止されることがよくあります。

遊園地の乗り物くらいいいじゃない、とか、安全かどうかよくわからないから断るのもしょうがない、などと思う方もいらっしゃるかもしれませんが、このような誤った思い込みに対して改正を求めないことは、差別を容認することに繋がると思っています。

この署名活動は、なかなか聞いてもらえない車椅子ユーザの声を届けるための活動です。

この署名活動が、いろんな境遇の人にとって、もっと優しい社会になるための一助になることを願っています。

この署名が100人集まったら荒川区役所に提出いたします。

・障害者手帳を持っている人は障害の内容に関わらず乗車は全員断っています。

・2歳以下は全員断っているので障害者全員断るのは同じこと。障害の内容まで考慮できない。

・機械が故障して、また、介助者が下に落ちていなくなったら、障害者が自分で戻ってこれなくなるから危ない。

・とにかくこちらが決めた安全基準に合わない。方針は変えない。

Hello, my name is Kato.

I would like to ask for your help in obtaining permission for wheelchair users to ride the SkyCycle at Arakawa Amusement Park.

According to the Arakawa Ward representative in charge, they do not currently allow people who cannot walk to ride the SkyCycle at Arakawa Amusement Park.

The SkyCycle moves by sitting down and pushing a button and even 3-year-olds are permitted to ride it. It is a slow-moving, safe ride for those who can maintain a sitting position even if they cannot walk and have support for getting on and off the ride. We have never been denied a ride in other amusement parks for the same kind of ride. 

We believe there are three reasons why they should allow wheelchair users to ride the SkyCycle:

The first reason is that the SkyCycle is a safe vehicle as long as you can maintain a sitting position and have assistance getting in and out of the vehicle. Instead of a blanket ban on wheelchair users, we would like the rule to state that those who can "sit stably in a chair alone for at least one hour and are accompanied by a caregiver who can assist them in getting on and off" are allowed to ride.

The second reason is that we believe that the riders and their respective guardians can decide whether it is safe or not. In this case, the individual families are responsible for any problems that may occur if they ride voluntarily.

There are many kinds of playground equipment and rides in the world, but it’s common sense that children will only ride on equipment that they and their guardians know is safe for them. It is the children and their guardians who are responsible if they get hurt and this is especially true if the rides are life-threatening.

For example, we would not ride on a swing set in a park because it is unstable and very likely for injury to occur for us. If our child did get hurt on such a swing set, we would not blame the park operator for installing a swing set that anyone can ride on since it was our decision to go on it.

The third reason is that we believe it is an infringement of the rights of wheelchair users and a lack of consideration to deny them a ride because the park operator is not sure if it is safe or not.

For example, what would you think if you were told that "People wearing glasses or contacts are not allowed to ride most attractions because it is dangerous if they fall off."? Wouldn't you think, "Such a reckless rule should be revised."?

Since wheelchair users are still a minority, it is often difficult to get people to understand their feelings. Even though they are obviously safe, they are sometimes banned for the reason that "It doesn't look safe, and we don't know what would happen to them.”

Some people may think that it is not a big deal not to be allowed to ride at amusement parks, or that it is understandable to refuse you when they are not sure if you are safe or not to ride it. However, not demanding a revision to this false belief leads to acceptance of discrimination.

This petition is designed to give a voice to wheelchair users who are not easily heard.

I believe that this petition will help to highlight the need for our society to become more friendly towards people who are living in diverse circumstances.

Once we have collected 100 signatures, we will submit this petition to the Arakawa Ward Office.
Finally, we will specify the details of our request to the Arakawa Ward Office.

What we will ask of Arakawa amusement park:

We would like to request permission to ride the Sky Cycle at Arakawa Amusement Park for anyone who can sit stably on a chair alone for more than one hour and who can be accompanied by a caregiver to assist him or her on and off the ride. If you are unable to grant permission, please set up a conference that includes experts on the rights of people with disabilities.

- “All people with a disability certificate are denied boarding regardless of the nature of their disability.”
- “We refuse all passengers under 2 years old, so it is the same for us to refuse all disabled passengers. We cannot even take into consideration the nature of the disability.”
- “If the machine malfunctions and the caregiver falls down and disappears, the disabled person will not be able to come back by themselves, which is dangerous.”
- “Anyway, it doesn't meet the safety standards we have set. We will not change our policy.”
