STOP THE POISONING, TORTURE AND KILLING OF ANIMALS IN JORDAN
We Call for Stronger Animal Protection Laws, Tougher Penalties and Real Enforcement
To the Government of the Hashemite Kingdom of Jordan, the National Assembly, the Ministry of Agriculture, and all authorities responsible for animal welfare and law enforcement:

We, the undersigned, call for urgent legislative and executive action to strengthen animal protection in Jordan and impose meaningful penalties on anyone who deliberately abuses, poisons, tortures, kills, or seriously neglects an animal.

In recent months, we have witnessed an increasing number of reported cases involving animal poisoning, physical abuse, torture, killing, and severe neglect.

Among these cases are reports of large numbers of cats being poisoned in residential areas, including the Al-Rashid suburb of Amman.

These acts should not be treated as merely “bad behavior” or private disputes. Deliberate violence against animals is cruelty and must carry meaningful legal consequences.

Jordan Already Recognizes Animal Cruelty — But the Law Must Be Strengthened
Jordan's Animal Welfare Regulation No. 11 of 2010 explicitly identifies intentional killing without necessity, giving animals poisonous or harmful substances, causing pain or injury, beating, torturing, wounding, and mistreating animals as acts of cruelty.

Jordan's Penal Code also addresses certain forms of animal mistreatment. However, the penalties currently provided for some forms of abuse are far too weak to provide effective deterrence.

A person who deliberately poisons an animal, tortures it, or causes it to die should not face a punishment that fails to reflect the seriousness of the act.

Therefore, we call for:
1. Urgent reform and strengthening of Jordanian animal protection legislation.

2. Stronger criminal penalties for anyone who intentionally poisons, kills, tortures, beats, wounds, or otherwise harms an animal — whether the animal is owned, stray, abandoned, or living in the street.

3. Clear criminalization of the intentional poisoning of animals, with meaningful prison sentences and substantial financial penalties, particularly when the act causes death, serious injury, or targets multiple animals.

4. Enhanced penalties for aggravated cases, including:

Killing or poisoning multiple animals.
Using poisonous or hazardous substances.
Deliberate torture.
Causing serious or permanent injury.
Repeated offenses.
Committing abuse in public places or in front of children.
Encouraging or inciting others to harm animals.
Severe neglect resulting in suffering, serious injury, or death.
5. Legal accountability for animal owners and caretakers who severely neglect or abuse animals inside private homes or other facilities. Animal abuse must not be dismissed as a “private matter” when an animal is being tortured, starved, beaten, or deliberately denied necessary care.

6. Establishing a clear and accessible mechanism for reporting animal cruelty and ensuring that complaints are investigated promptly, evidence is preserved, and injured animals are provided with appropriate veterinary care.

7. Ensuring effective enforcement of existing and amended laws so that animal poisoning, torture, and killing are properly investigated and prosecuted.

8. Strengthening cooperation between the Ministry of Agriculture, local authorities, Greater Amman Municipality, municipalities, law enforcement agencies, veterinary professionals, and animal welfare organizations.

9. Establishing nationwide public awareness and education programs on responsible animal ownership, humane treatment, and animal welfare, including programs in schools and local communities.

10. Adopting humane and scientifically recognized methods for managing stray animal populations instead of indiscriminate poisoning or killing.

A Humane Society Is a Stronger Society
We are not asking for animal protection at the expense of human safety.

We are asking for a society that rejects unnecessary cruelty and respects life.

The way a society treats vulnerable living beings reflects its level of awareness, responsibility, compassion, and respect for the rule of law.

We do not want children growing up believing that poisoning, beating, torturing, or killing animals in the streets is normal or acceptable.

We do not want cruelty to become a normalized part of our communities.

Jordan deserves modern, effective animal protection legislation that reflects contemporary standards of animal welfare and ensures that cruelty is met with meaningful accountability.

The Government and legislative authorities now have an opportunity to make real and substantial improvements as Jordan reviews its animal welfare framework.

We call for stronger legislation, tougher penalties, effective enforcement, and a clear national commitment to preventing animal cruelty.

If we want to build a more educated, compassionate, responsible, and civilized society, we must take a stand against cruelty and hold those who commit it accountable.

SIGN THIS PETITION
Together, we demand stronger laws, meaningful penalties, and real enforcement.

Animal protection is not a luxury.
It is a responsibility of society and the state.

Let us turn animal protection in Jordan from a demand into enforceable law.
