We, the undersigned, call upon the United Nations General Assembly, the UN Secretary-General, the governments of democratic states, the European Union, the G7 countries, and international humanitarian organizations.

Peace is not a military parade.
Peace is not a display of tanks, missiles, or “technological superiority” measured by the speed of destruction.

In the 21st century, the world is facing a new phase of the arms race — the development of hypersonic and kinetic missile systems, often presented as a deterrent but in reality:

• drastically reducing decision-making time;
• weakening the role of diplomacy;
• increasing the risk of catastrophic mistakes;
• posing a direct threat to civilian populations.

History has shown that every new class of weapons left without international control is eventually used.
This is why humanity was able to agree on prohibitions against chemical and biological weapons and to establish nuclear arms control mechanisms.

Hypersonic and kinetic missile systems must become the next red line.

 We call for concrete actions:
1. To initiate international negotiations within the UN General Assembly on the prohibition of the development, testing, and deployment of hypersonic and kinetic missile systems.

2. To establish an international moratorium on testing such systems.

3. To create an international expert and humanitarian group, with the participation of the UN and the International Committee of the Red Cross, to monitor and assess compliance with the international moratorium.

4. To redirect international resources away from displays of military power and toward:

• diplomacy and conflict prevention;
• protection of civilian populations;
• humanitarian programs and the rebuilding of trust between states.
   

The world must not applaud weapons — not on parade grounds,
not in news headlines, and not during experimental launches.

Peace is not a parade of tanks.
Peace is not a missile show.
Peace is the responsibility we bear for human life and our planet.

Ми, що нижче підписалися, звертаємося до Генеральної Асамблеї ООН, Генерального секретаря ООН, урядів демократичних держав, Європейського Союзу, країн G7, а також до міжнародних гуманітарних організацій.

Мир — це не військові паради.
Мир — це не демонстрація танків, ракет чи “технологічної переваги” через здатність швидше знищувати.

У XXI столітті світ стикається з новою фазою гонки озброєнь — розробкою гіперзвукових і кінетичних ракетних систем, які подаються як стримувальний фактор, але фактично:

• різко скорочують час на ухвалення рішень;
• знижують роль дипломатії;
• підвищують ризик фатальних помилок;
• створюють пряму загрозу цивільному населенню

Історія показала: кожен новий клас зброї, залишений без міжнародного контролю, рано чи пізно використовується.
Саме тому людство змогло домовитися про заборону хімічної та біологічної зброї і створити механізми ядерного стримування.

Гіперзвукові та кінетичні ракетні системи мають стати наступною червоною лінією.

Ми закликаємо до конкретних дій:
1. Ініціювати в межах Генеральної Асамблеї ООН міжнародні переговори щодо заборони розробки, випробування та розгортання гіперзвукових і кінетичних ракетних систем.

2. Запровадити міжнародний мораторій на випробування таких систем.

3. Створити міжнародну експертну та гуманітарну групу за участі ООН та МКЧХ для моніторингу та оцінки дотримання міжнародного мораторію.

4. Перенаправити міжнародні ресурси з демонстрації військової сили на:

• дипломатію і превенцію конфліктів,
• захист цивільного населення,
• гуманітарні програми та відновлення довіри між державами. 

Світ не повинен аплодувати зброї —
ні на парадах,
ні в новинних зведеннях,
ні під час експериментальних запусків.

Мир — не парад танків.
Мир — не шоу ракет.
Мир — це відповідальність за життя людини і планету Земля.
