Hello. We are a "Volunteer group hoping for the enactment of the Medical Care Child Support Law" formed by parents of “medical care children”, who need medical care in everyday life.

 

Have you heard of the "medical care children"?
They are children living with medical support such as tracheostomies and tube feedings.

Currently, there are approximately 20,000 medical care children living in Japan (* 1). 63.8% of them are congenital, but approximately 40% became “medical care children” because of pregnancy or childbirth-related problems, illnesses and accidents while growing up (* 2).

 

There are various reasons for acquiring and they can happen to any child. For example, just by falling or jumping into the pool, getting a cold or a flu. These may be the reason for a child to become a “medical care child”.
But we do not want to end this as just being unlucky. Imagine your child becoming a medical care child. We would like you to think about this together.

 

Suddenly one day, our child became a “medical care children” and we became the parents of them. While the child is hospitalized, parents have to learn how to care them. And when we finally start our family life at home, we noticed that there are still many difficulties in the life outside the hospital due to the undeveloped environment for raising “medical care children”.

 

Parents of “medical care children” are always under heavy pressure from the responsibility to protect their children’s weak lives. Their daily lives are very limited that they cannot easily go out even for daily shopping or leisure. Many parents have to quit their jobs to take care of their children, since there are many cases where children are not being accepted by the local nursery and school, or only accepted on condition that their parents attend with them.

 

Why is their environment so difficult?

 

For a long time, the categorization of children with disabilities have been considered by just two criteria, "able to walk or not" and "how well they understand the language". Of the “medical care children”, approximately 60% are not able to walk nor understand the language, however approximately 30% of them are able to walk(* 3). What this means is that under the current system, walkable medical care children are not categorized as children with physical/mental disabilities, so the existing public services and systems cannot provide enough support to them.

 

In order to change the environment surrounding medical care children and their families, the "Bill on Support for Medical Care Children and Their Families (Medical Care Child Support Law)" is being prepared to be submitted and is aimed to be enacted at the ordinary Diet session in 2021. Since 2016, sensible members of the Diet have considered the bill across parties, have made numerous visits to nursery schools for children with disabilities and listened to the parents’ concerns. Additionally, people from various communities joined the discussion, such as bureaucrats of the Ministry of Health, Labor and Welfare and the Ministry of Education, Culture, Sports, Science and Technology, medical personnel, social welfare service. Organizations of parents of medical care children also joined the discussion. This bill is very meaningful since it is the first historical bill on medical care children in Japan.

 

We are not exceptional cases. Anyone can become a medical care children and a family of them.


We want people to know about the medical care children. And we want to create a society where all parents of medical care children have no worries in raising their children. Having these thoughts, we are doing a signature activity hoping for the enactment of the Medical Care Child Support Law.

 

A society that protects medical care children is a society that protects all children, and a society that protects all children is a society that protects the future of Japan. Would you please join us in letting the members of the Diet know your hope and expectations for the law?
