In the new year, record low temperatures hit the nation resulting in the reported deaths of numerous outside dogs. It is legal in most states to leave a pet outside in extreme weather if minimal conditions, like “housing” and fresh water, are met.
Just nine states have animal anti-cruelty provisions that address pets housed outside in extreme weather. It is time states amend animal care and cruelty laws to include provisions for outside dogs in extreme temperatures.
