Immediately stop the proposed illegal shooting of pigs
The Issue
The Hindustan Times dated 29/104/2014, carried an article, which frivolously highlighted the Bhopal Municipal Corporation's decision to contract independent shooters to shoot and kill free-roaming pigs in the city.

In addition to endangering the lives of the public, this 'initiative' is in clear violation of -
Article 51A of the Indian Constitution, which made it a duty of every citizen of India "(g) to protect and improve the natural environment including forests, lakes, rivers, and wildlife, and to have compassion for living creatures".
as well as
Section 428 in The Indian Penal Code - Mischief by killing or maiming animal of the value of ten rupees.—Whoever commits mischief by killing, poisoning, maiming or rendering useless any animal or animals of the value of ten rupees or upwards, shall be punished with imprisonment of either description for a term which may extend to two years, or with fine, or with both.
IPC Section 429 -Mischief by killing or maiming cattle, etc., of any value or any animal of the value of fifty rupees.—Whoever commits mischief by killing, poisoning, maiming or rendering useless, any elephant, camel, horse, mule, buffalo, bull, cow or ox, whatever may be the value thereof, or any other animal of the value of fifty rupees or upwards, shall be punished with imprisonment of either description for a term which may extend to five years, or with fine, or with both.
And the PCA Section 11.
That a civic body willfully chooses to violate the laws is both shocking and shameful. The solution that the BMC has opted for is not only barbaric, but displays a serious deficit of innovative and progressive thinking.
We strongly urge you to find a legal and humane solution to deal with the free-roaming pig population.
Some solutions may be:
1. To enlist the help of local animal welfare organisations to help move them to farms and have them sterilized to prevent further breeding.
2. Have the garbage dumps cleaned regularly so that they do not become food sources for foraging animals
3. Penalise the unregulated butchers that breed these pigs on the roadside to absolve themselves from responsibility while earning from their illegal and unregulated slaughter which is done in the most unhygienic conditions putting the public to further risk.
