Regina Phillips is a prominent figure in Portland, Maine, serving as the District 3 Councilor on the Portland City Council since 2022. She is also an adjunct professor at the University of Southern Maine School of Social Work and has taught cultural competency at the University of New England. Phillips has a long history of public service, having worked for the City of Portland for nearly two decades. She managed the Refugee Services program and the city's homeless family shelter. She holds a BA in Psychology from Curry College and an MSW from the University of New England. Phillips is currently pursuing her Doctor of Social Work at Tulane University.
