Originally representing the 11th congressional district, he now represents the 10th district as of 2023, which covers most of Contra Costa County in the East Bay area. A member of the Democratic Party since 2000, Mark transitioned from being a Republican earlier in his career. His diverse professional background includes roles such as a probation officer, business executive, and general manager. His political service includes being a member of the California State Assembly (2006-2008), the California State Senate (2008-2014), Mayor of Concord, and a Contra Costa County Supervisor. He holds a Bachelor's degree in History from the College of the Holy Cross.
