He pursued higher education at Western Kentucky University, where he earned a bachelor's degree, and later attended the University of Kentucky College of Law, obtaining his law degree. Before entering politics, Rogers practiced law and served as a commonwealth's attorney for Pulaski and Rockcastle counties.
