When Councilmember Brooke Pinto was sworn in on June 27, 2020 she promised to uphold the values of integrity, transparency and accountability.  She also affirmed her belief that "government not only can use its resources to improve lives, but it has the moral obligation to do so."   As the Councilmember representing Ward 2 Brooke Pinto says that the community's collective voice drives her policy decisions.  

Councilmember Brooke Pinto has become increasingly concerned about the lives of residents, voucher holders and waiting list applicants.   Councilmember Pinto worked collaboratively with Councilmember Elissa Silverman to draft a D.C. Housing Authority Comprehensive Reform bill to be presented in January 2023.

This new proposal will:

  • Prioritizes safe and sanitary public housing 
  • Refocuses the authority's mission on the lowest income renters 
  •  Strengthens Board Capacity by creating a nine member board 
  • Creates greater Board accountability to resident needs 
  • Enhances Council oversight and overall transparency in finance and operations

Councilmember Brooke Pinto said " Our public housing residents, voucher holders and constituents deserve transparency, input and our sustained commitment to comprehensive reforms that make certain our public housing authority delivers safe and decent housing to extremely and very low-income residents."

The proposed 9 member Board in this reform bill would include:

  • two seats for low-income finance and development experts
  • two seats for public housing and development experts 
  • one seat for a financial compliance expert 
  • three seats for residents living in DCHA properties or receiving housing vouchers
  • one seat designated by legal services providers
