Give Healthy, Adoptable Animals a Chance to Live

 

Imagine walking into an Arizona animal shelter and seeing a healthy, loving dog or cat waiting for a family.

 

Now imagine that animal losing its life — not because it is dangerous, not because it cannot be treated, and not because it cannot be adopted, but simply because the shelter has run out of space.

 

Lack of space should not be a death sentence for a healthy, adoptable animal.

 

Animal shelters should be places of safety, protection and hope — not places where healthy animals lose their lives because of overcrowding.

 

🐶🐱 Arizona Needs a Better Solution

 

We are asking the State of Arizona and its lawmakers to take meaningful action to reduce shelter overcrowding and protect healthy and treatable animals.

 

We are asking Arizona to:

 

1. Protect healthy and adoptable animals

 

Healthy, treatable and adoptable dogs and cats should not be euthanized solely because of overcrowding or lack of kennel space.

 

2. Require reasonable alternatives before euthanasia

 

Before an adoptable animal is euthanized because of capacity concerns, shelters should be required to make reasonable efforts to find alternatives, including:

 

Adoption

 

Foster placement

 

Transfer to another shelter

 

Transfer to qualified rescue organizations

 

Cooperation with adoption and animal-welfare groups

 

Other reasonable placement options

 

3. Increase funding and prevention programs

 

Arizona should provide stronger and more predictable funding for:

 

Animal shelters

 

Foster programs

 

Low-cost veterinary care

 

Spay and neuter programs

 

Adoption programs

 

Community outreach and education

 

Arizona already has a state spay-and-neuter fund intended to reduce pet overpopulation. We believe these prevention efforts should be strengthened and expanded.

 

4. Require transparency

 

Publicly funded shelters should provide clear and accessible information about:

 

How many animals enter the shelter

 

How many are adopted

 

How many are returned to their owners

 

How many are transferred to rescues or other shelters

 

How many are euthanized

 

The documented reason for each euthanasia

 

The public deserves to know how animals are being cared for and how public and donated money is being used.

 

5. Create accountability and measurable goals

 

Arizona should establish clear goals for reducing shelter overcrowding and increasing live outcomes.

 

Shelters should regularly report their results so the public and lawmakers can see what is working — and where additional help is needed.

 

💰 Donations Are Important — But Donations Alone Are Not the Solution

 

We understand that shelters need money. Many shelters share heartbreaking photos and stories of animals online to encourage people to donate, and donations can provide important food, medical care and other resources.

 

But raising money alone does not solve the underlying problem.

 

If shelters continue to become overcrowded, animals will continue to be at risk.

 

Arizona needs long-term solutions:

 

More spaying and neutering.

More foster homes.

More adoptions.

More cooperation between shelters and rescues.

More resources.

Better planning.

Greater transparency.

 

We should solve the problem instead of simply managing the consequences.

 

🐾 They Cannot Speak. We Can.

 

These animals have no voice in government.

 

They cannot contact lawmakers.

 

They cannot ask the public for help.

 

We can do that for them.

 

I started this petition because I believe Arizona can do better.

 

We are not asking people to blame shelter workers or volunteers. Many people working in animal shelters care deeply about animals and are doing difficult work under difficult circumstances.

 

We are asking lawmakers to give these people and these animals a better system to work with.
