The town says there is nothing wrong with its system. The town claims the "estimating" has only happened once since the Neptune system has been in place and once actual data was obtained, adjustments were made to all bills. The town says nothing is wrong and only two or three complaints of high bills from leaks have not been solved and proven to be leaks.
