ALL COUNCILLORS AND OTHERS WERE CC'D: Yes, that is very helpful. Although I do not agree with consumption charges. Our bills do not reflect our usage, the same issue 100's of people are seeming to have. This will be very important information for the public meeting that will be requested. I am currently chair of the EK water board and councils representative on the South Sask River watershed stewards. During the grand opening of improvements to the system two years ago, an open house was held to all residents to tour the system and facilities, including the pump house at the south Sask River, Snipe Lake and CN reservoirs , the water treatment plant and new water tower. This water line was originally constructed in 1964 and as I understand is the longest in Saskatchewan . Improvements were not cheap and it is also costly to operate , but was needed to guarantee quality water and have a dependable water source. In case you are not aware , there are now Rural residents who are also benefitting from and paying for this water. You can learn more about it on the town website http://www.wd.gc.ca/eng/77 14753.asp and /or http://infrastructure.gc.ca/regions/sk/isf-fsi-proj-eng.html. With respect to water rates, the costs of building , treating and delivering water is supposed to be self sustaining. This means that property taxes are not collected and put towards water issues. Funding water related infrastructure , treatment and delivery comes from water rates. Council has developed a tiered system to help pay for our system . The benefit of water rates is based on consumption..a user pay policy ..the more you use , the more you pay. Our detailed costing can also be found on our website and in council materials also posted on the website ,related to water rates. Lastly , prior to water rates being implemented , they must be submitted to the Saskatchewan Municipal Board. All supporting documentation is submitted for their detailed review. They will either approve the rates or request additional information. The Town of Kindersley water rates have been approved by the Province of Sask. We are very fortunate to have a good reliable long term source of water , as there are many communities in the province who struggle daily with unreliable and problematic systems. Many of our regional neighbours are in this unfortunate situation. I trust this information is of assistance to you Councillor Lorne Janzen ________________________________________ From: Tammy Rose Anderson [tammyrose21@hotmail.com] Sent: May 4, 2016 10:14 AM To: Councillor Lorne Janzen; info@southsaskriverstewards.ca; kerry.wash@sasktel.net Subject: Pipeline water to Kindersley Good morning, I am wondering if I can have it better explained to me how the pipeline works to get water from the South Saskatchewan River to Kindersley. I'm wondering about the costs that are incurred and how the water consumption is calculated specifically to the town of Kindersley. I am open to a meeting or email communication.
