Wheeler's plan would ban Internet providers from intentionally blocking or slowing down any legal online content and would classify broadband as a "telecommunications service" under Title II of the Communications Act. If the FCC votes in favor of these rules on Feb 26, it will deal a huge blow to Internet providers like Comcast and Verizon -- they're already vowing to fight the new rules in court.
