HELP US TO PREVENT THE DESTRUCTION OF THE PAINTINGS FROM THE ART GALLERY URGENCHA, UZBEKISTAN, BU MEMBERS OF THE LOCAL ADMINISTRATION

On December 2nd – 3rd, Uzbek media outlets published news concerning the illegal and unprecedented retrieval of paintings by Vyacheslav Akhunov and Schukhrat Babadjanov from the Art gallery in Urgencha town (Khiva) by members of Uzbekistan’s secret service and the local administration with the aim of burning them. A member of the Uzbekistan’s secret service, surname Anvar, and three members from the local administration showed up at the Gallery and ordered the head of the gallery’s security forces Schirin Toscheva to burn 8 paintings by Vyacheslav Akhunov and 16 paintings by Schukhrat Babadjanov , which are part of the gallery’s permanent exhibition. The only possible reason for such an act to our mind can be found in the artists openly independent and at times system-critical thinking.

За последние два дня, 2 и 3 декабря 2016 года, в СМИ появилась информация о неправомерных действиях отдельных служащих Службы Национальной Безопасности Узбекистана по изъятию из фондов Художественной картинной галереи города Ургенч (Хива) живописных работ художников Вячеслава Ахунова и Шухрата Бабаджанова с последующим их уничтожением путем сожжения.
Сотрудник СНБ города Ургенча, представившийся именем Анвар, в сопровождении трех человек из городской администрации появился в галерее и приказал главному хранителю Ширин Тошевой изъять из фондов галереи и сжечь 8 живописных произведений художников Вячеслава Ахунова и 16 картин Шухрата Бабаджанова.
Единственное причиной для такого варварства является независимая гражданская позиция художников.

The paintings fortunately have been destroyed so far, thanks to the brave former head of the gallery’s security forces, who flat out refused to carry out the order. It does, however, not come as a surprise that in the meantime she has “voluntarily” resigned from her job (She resigned on December 1st, a few days after the incident). The fate of the paintings now rests in the hands of the local administration. 

Картины пока не уничтожены благодаря мужеству и непреклонности в защите культурных ценностей бывшего главного хранителя галереи Ширин Тошевой, уволенной 1 декабря 2016. Произведения искусства остаются во власти госчиновников, и их дальнейшая судьба неопределённа и тревожна.

Reluctantly I spell out the only two comparisons that come to my mind that seem to fit the current climate of hate and lawlessness in Uzbekistan:
the Third Reich in Nazi Germany and the totalitarian system in the USSR. Nevertheless, we can only hope very much that these are the actions of confused individuals.

Не хотелось бы проводить параллели, но атмосфера произвола и ненависти напоминает ситуацию, сложившуюся в годы правления нацистского режима в Германии и нетерпимости к инакомыслию в тоталитарном режиме СССР. Мы очень надеемся, что произвол отдельных государственных служащих, является результатом их личной некомпетентности и недальновидности.

Please be so kind and sign our petition, which demands the following: 
1. We ask the Ministry of Culture and Sport of Uzbekistan to prevent the above-mentioned individuals from carrying out their plans to destroy the paintings. 
2. We ask the Ministry of Culture and Sport of Uzbekistan to clarify the circumstances under which the gallery’s head of security Schirin Toscheva had to “voluntarily” resign from her job and reinstate her.

В связи с вышеизложенным, просим подписать настоящую петицию с требованиями:
1. Не допустить подобного произвола со стороны силовых и властных структур Республики Узбекистан.
2. Разобраться с фактом увольнением по "собственному желанию" главного хранителя картинной галереи Ургенча Ширин Тошевой.

On October 16th, 2016, Vyacheslav Akhunov. applied once more at the local authorities of the OVIR-Almazarskii Region for a written permission to travel abroad (In Uzbekistan you need a written authorization to leave the country, think of a “visa”). As of today, December 03th, 2016, his passport has still not been returned. Moreover, he has been informed that his application for the permission to travel abroad has been rejected. The fingers on both of your hands are not enough to count the number of times his applications for the permission to leave the country have been rejected in the last six years. According to local Uzbek authorities: “It is pointless for the artist to leave the country”. 

16 октября 2016 года Вячеслав Ахунов в очередной раз подал документы в ОВИР Алмазарского района для получение стикера выездной записи (внутренней визы для выезда из страны). Сегодня 03 декабря 2016 года. Паспорт находится в ОВИРЕ. Выдача визы заблокирована. Итак с 2011 года, шестой год подряд на неоднократные обращения в ОВИР на получение стикера Вячеслав Ахунов получает очередной отказ с формулировкой "выезд художника за границу НЕЦЕЛЕСООБРАЗЕН".
