The latest twist: was the FIG involved in manipulation of it's own rules to benefit Dick?

The FIG's own rules says a competitor cannot be replaced within 24 hours of competition without being medically certified as injured and unable to compete. Was there premeditation by the TTGF to have Dick accredited before receiving Geddert's report? Did they mislead the FIG? Or is there collusion between the FIG and the TTGF to benefit Dick?
