In a response to a constituent's query the afternoon BEFORE I read my comments to the Council, Braxton Howard Cloutier, Barrington Town Council President, responded, 

"Thank you for your comment. There is no right of appeal to the Town Council from decisions of the Harbor Commission. Some towns provide such a right of appeal to the Council, but Barrington does not. 

As you know, the Harbor Commission serves (among other functions) to review decisions of the Harbormaster. Any person aggrieved by a decision of the HM has a right to appeal to the Commission. An aggrieved party must seek further review from the Superior Court. So, if someone intends to file an appeal to the Council, the Council doesn’t have any power to review the decision. "

This confirms the "official" stance of the Town Council--Clark Can Go To Court!
